The market is a public service contract as part of the VAL 02 operation of the “Valley” pole of the “Magritte” Sustainable Neighborhood Contract (CQD). This is a complete mission for the development of a masterplan, and the design of the public spaces of the Esseghem site.
Based on the principles and priorities of CQD, the masterplan must take into account the program of operations VAL02 and meet the objectives of CQD Magritte for this site listed in point III.2.2 of the CSC.
Operations in brief:
- realization of a masterplan concerning the public spaces of the Esseghem site;
- requalification of public spaces and spatial opening up of the site;
- creation of convivial spaces for recreation and sport, intergenerational meetings and exchanges, rest and urban agriculture;
- creation of awning-type park equipment;
- creation of new accesses to the Esseghem site and management of property boundaries;
- creation / modification / renovation of paths giving priority to the active movement of pedestrians and cyclists;
- landscape integration of motorable roads;
- new parking offer integrated into the landscape.
The master plan must also integrate the additional elements detailed in a non-exhaustive manner in these specifications.
In addition to the development of the master plan, this contract includes a complete mission of design of public spaces including preliminary studies, the sketch, the preliminary project, the planning permit file, the development of specifications, plans and measurements (detailed and summary) of the works, execution documents, analysis of tenders for the execution of works, verification reports and monitoring of works, accounts and receipts.
The mission will have to be accomplished through a dynamic of consultation, participation and information aimed at the inhabitants and other actors of the district. Participation in working meetings with the steering committee, the Neighborhood Commission (COQ) and the Neighborhood General Assembly (GA) will be required in particular.
The expected results are:
- the enhancement and redefinition of the concept of “inhabited park” through the urban, architectural and landscape requalification of public spaces;
- improving the legibility of public spaces and paths;
- activation of public spaces, in connection with the activation of ground floors;
- increased use of the park;
- improving mobility, in particular for pedestrians, cyclists and people with reduced mobility;
- rationalization of the space occupied by the car;
- the integration of the environmental dimension (biodiversity, water) and sports / play;
- the creation of a qualitative environment discouraging incivility and / or delinquency;
- improvement of waste management and neighborhood cleanliness;
- improving the integration of the Esseghem site into the surrounding neighborhoods;
- the use of materials and installations which are aesthetically and technically of high quality and which are durable, resistant to vandalism and easy to maintain;
- improvement and facilitation of neighborhood maintenance;
- the participation of the inhabitants in the reflection around the development and the activation of the spaces.
