The City of Järvenpää (Client) is asking for your offer for the renovation of the sports park in the centre of Järvenpää. The implementation of the city centre's sports park project will be divided into 2023-2024.
The main construction project of the contract, which will be carried out in 2023–24, is the renovation of the central sports field of Järvenpää Sports Park and the construction of sports facilities in the adjacent Juholanpelto. The scope of the contract includes the purchase of a cooling container and the earthworks of a new grandstand structure with its foundations (the grandstand building is a separate kvr contract). The procurement of the cooling container will be agreed in more detail during the development phase. The contract also includes an option for the implementation of juholanmäki sports facilities and a new maintenance building. The use of the option is described in more detail in the commercial model. The construction project is described in more detail in the plan documents attached to the invitation to tender.
Mestaritoiminta Oy acts as the client's representative in the project and is responsible for the implementation of the project's procurement and construction tasks under the authority of the City of Järvenpää in cooperation with the consulting firm Welado Oy. Welado Oy strengthens the procurement and construction tasks of the project with its expertise in earthworks, sports field and sports park construction.
The form of implementation of the project to be procured is a cooperative project management contract. Mestaritoiminta Oy has very solid expertise in high-quality construction and is able to support the contractor with good decision-making ability and a pleasant co-operation manner. The aim of the City Centre Sports Park project is to create a central sports and exercise area in the Järvenpää city centre sports park that offers versatile opportunities for independent and guided exercise in different environments. The project will be implemented by renovating existing areas and building new sports facilities during 2023-2026. The project plan for the sports park includes, for example, the renewal of the central sports field, the construction of a grandstand and ancillary service facilities, an outdoor sports area and the construction of a play area in connection with the school. A football field and tennis fields are planned in the Juholanmäki area south of Sipoontie in the vicinity of the baseball field, which was implemented already in 2019. Juholanpelto will have throwing places, a street basketball court and a jogging trail for running and skiing. In connection with the sports park project, new maintenance buildings will be built near the sports field for the users of the area and the necessary maintenance measures. The area's traffic arrangements, pedestrian and cycling routes and parking areas will also be renewed and expanded.
The solutions implemented in the project will be implemented in a user-oriented manner to increase the city's physical well-being. The aim of the area is to provide good opportunities for the activities of sports clubs as well as for the self-motivated exercise of city residents of different ages.
The overall implementation of the project for 2023-2026 consists of three different parts of the procurement, which are:
-Grandstand and ancillary facilities, implementation overall responsibility contract (KVR). The KVR procurement is a separate procurement carried out by the Client, the procurement period of which is February-April 2023.
-Renovation of the city centre's sports park area, implementation as a project management contract (PJU) with a procurement period of February-April 2023.
-Juholanmäki football field, the form of implementation and the procurement schedule have not yet been determined. Preliminary implementation in 2026.
The object of this procurement and the invitation to tender is the renovation of the sports park area in the city centre, including the project's earthworks, the construction of sports facilities and maintenance buildings. The project is implemented as a project management contract (PJU). The work area of the KVR contractor for the grandstand and ancillary premises described above is located in PJU's construction site. The KVR contractor acts as the main contractor of its own contract scope, but is committed to complying with the safety requirements set by the Client and PJU. The kvr contractor is obligated to carry out PJU's site orientation.
A condition for the submission of tenders shall be that:
-The tenderer meets the suitability requirements set by the client (section of the invitation to tender other conditions)
-For contracts above the EU threshold, the tenderer completes the mandatory ESPD form (exclusion and suitability of the invitation to tender)
-The tenderer has to demonstrate experience of previous implementations in the form of references (section of the invitation to tender other conditions)
-The tenderer must attach a general schedule, resource plan and project plan to their tender (the section of the RFQ item is the criteria for the object of procurement)
-In accordance with this invitation to tender and its accompanying documents, the tenderer calculates the target budget for the implementation of the project and indicates a fixed project management and project management fee
