Omsorgsbygg Oslo KF (OBY/Contracting Authority) will hold a contest for cooling energy and operation and maintenance of the cooling plant at Oslo city emergency doctor surgery (OSBL). Oslo city emergency doctor surgery will be completed in 2023. Skanska Norge AS was chosen as the turnkey contractor for the OSBL construction project.

The turnkey contractor is constructing the termal energy plant in the building, with a heat and cooling plant. The cooling supplier will cover the investment costs for the primary side of the cooling plant, own, operate and maintain the plant. The Contracting Authority will pay the investment cost via consumption of delivered cooling.
