The French Community Commission owns an office building located 42 rue des Palais in 1030 Brussels. It has been occupying this building since January 2002, and the number of staff has been growing in recent years. This results in maximum use of the building and a gradual adaptation of the way of occupying and inhabiting the spaces. This service contract corresponds to the study of the layout of the interior spaces of an occupied office building in order to improve fluidity, user-friendliness and flexibility in the occupation of the premises.
The gross area of the building is approximately 11,000 m2, of which 5,400 m2 is dedicated to office space, 470 m2 of meeting room, 2,520 m2 of horizontal circulation, and 250 m2 of space reserved for coffee-corners.
The program initially includes (phases) the redevelopment of common areas:
•meeting rooms and corridors need to be renovated allowing more openness to other spaces, providing light • corridors and vertical movement by stairs should be adapted for more fluidity, safety and providing better luminosity •Patios and kitchenettes should be the subject of special attention with innovative ideas in terms of relaxation areas, conviviality, while remaining open to other spaces
•the turrets could be converted into spaces intended for well-being •the reception should be rearranged in order to improve the reception of the public and increase the safety of the agents
With regard to the redevelopment of the offices, they should be refreshed and the space occupied rationally according to the number of staff and the configuration of the premises.
In view of their dilapidated condition and the lack of airtightness, the replacement of the chassis should also be studied. For this part of the mission, it is imperative to check the nature and quality of the building with the CRMS. This part of the mission will probably involve the obligation to apply for an urban planning permit.
Budget
As an indication, the budget for the works for which this contract is envisaged amounts to: 3,300,000 EUR excluding VAT (excluding fees)
The attention of the service provider is drawn to the fact that depending on budgetary availability and the evolution of needs, work phases will be defined. These will be the subject of successive work contracts over several years (estimated between 5 and 7 years). The service provider will not be able to take advantage of any withdrawal in the event of non-fulfilment of one or more phases of his mission.
FEES
This contract has been awarded as a lump sum in the form of a rate of fees in%, to be set by the tenderer between 8 and 10%. This fee rate covers
all the services covered by the contract.
PROCEDURE
Candidates selected at the end of the first phase will be invited to submit an offer. The conditions of the contract as well as the practical arrangements linked to the submission of the tender shall be the subject of special specifications which will be communicated to the candidates invited to tender.
