Description:
Gołaniecka Purchasing Group. Supply of electricity in the period from 01.2020 to 31.12.2020.

1. The subject of the order is the supply of electricity in the period from 01/01/2020. until December 31, 2020 up to 3,150 abstraction points (PPE) with a total estimated volume (+/- 10%) 32,715.34 MWh, of which:

1) To premises and facilities (Part 1 of the contract) - 22,680.01 MWh - a detailed list of PPE is attached as Annex 1a to the Terms of Reference

2) For the purposes of road lighting (Part 2 of the contract) - 10,035.33 MWh - a detailed list of PPE is attached as Annex 1b to the Terms of Reference

The forecast electricity consumption indicated above is indicative and may differ from the amount of energy actually consumed during the contract period. Reducing or increasing the amount of energy consumed does not entail any consequences for the contracting parties (recipients), except for the need to pay for the energy actually consumed at the rates specified in the Contract.

2. Distribution services will be provided on the basis of separate contracts concluded between the awarding entities (electricity consumers - hereinafter "Customers") and DSO.


Supply of electricity to premises and facilities

Number of measuring systems accounting for electricity consumed 1.775 pcs.

2. The awarding entity has included a detailed description of the collection points (PPE) in Annex 1a to the ToR.

3. Estimated electricity consumption over the duration of the contract (+/- 10%) 22,680.01 MWh, of which:

Zone I 16,006.26 MWh

Zone II 6,436.15 MWh

Zone III 237.60 MWh

The above data is indicative. The contractor should take into account possible fluctuations in electricity consumption.

4. The measuring systems with the tariff group B are adapted to the procedure of changing the seller.

5. Deliveries will take place from 01/01/2020. until 31.12.2020, with the proviso that the details of delivery dates (start and end) in relation to individual collection points are described in Annex 1a to the ToR, column "Delivery period".

6. Current contracts for the supply of electricity will expire or terminate with effect from the day preceding the planned date of commencement of supplies (column "Delivery period"). The obligation to terminate the contracts lies with the contracting authorities (recipients).

7. Quality standards: The subject of the contract is the supply of electricity with specified quality standards in accordance with applicable regulations.

The quality standards of electricity are described in the Act of 10 April 1997. - Energy Law and in the Regulation of the Minister of Economy of May 4, 2007. on detailed conditions for the operation of the power system (Journal of Laws of 2007 No. 93, item 623, as amended). The rules for shaping and calculating tariffs and settlements in electricity trading are set out in the Regulation of the Minister of Energy of March 6, 2019.

8. CPV code under which the subject of the contract is classified: 09300000-2 - Electricity, heat, solar and nuclear energy, 09310000-5 - Electricity.

9. The Contractor, based on the Power of Attorney granted, will be obliged to submit electricity sales contracts to the appropriate DSO in accordance with applicable regulations on behalf of the contracting authority (customers).

10. As a result of the outcome of the public procurement procedure, 29 contracts will be concluded.

11. The Contractor will be required to provide 29 performance bonds (separately for each contract concluded with the contracting entities) in the total amount of 10% of the value of the contracts concluded.

12. The Awarding Entity informs that pursuant to Article 24aa of the Public Procurement Law, it provides for the possibility to first evaluate the offers and then to check whether the contractor whose offer has been assessed as the most advantageous is not subject to exclusion and whether the contractor meets the conditions for participation in the procedure. If the contractor referred to in the first sentence fails to conclude the contract, the contracting authority will examine whether the contractor who submitted the highest-rated offer among the remaining offers is not excluded and whether he meets the conditions for participation in the procedure.

13. The Purchaser requires a bid bond of PLN 220,000.00 (say: two hundred and twenty thousand zlotys 00/100).


Supply of electricity for the needs of road lighting

1. Number of measuring systems accounting for consumed electricity 1.375 pcs.

2. The awarding entity has included a detailed description of the collection points (PPE) in Annex 1b to the ToR.

3. Estimated electricity consumption over the contract period (+/- 10%) 10,035.33 MWh, of which:

Zone I 9,311,24 MWh

Zone II 724.09 MWh

Zone III 0.00 MWh

The above data is indicative. The contractor should take into account possible fluctuations in electricity consumption.

The contracting authority informs that pursuant to Article 24aa of the Public Procurement Law, it provides for the possibility to first evaluate the offers and then to check whether the contractor whose offer has been assessed as the most advantageous is not subject to exclusion and whether the contractor meets the conditions for participation in the procedure. If the contractor referred to in the first sentence fails to conclude the contract, the contracting authority will examine whether the contractor who submitted the highest-rated offer among the remaining offers is not excluded and whether he meets the conditions for participation in the procedure.

12. The Purchaser requires a deposit of 90,000.00 PLN (say: 90/100 zlotys).
