The contract covers system management of STAR's business systems as well as consultancy in areas related to development, further development and maintenance, including optimization and efficiency improvements
STAR aims to promote effective labour market policies and support the exchange of social security data with other EU/EEA countries. In support of these tasks, STAR develops, maintains, manages and operates a complex of subsystems referred to as STAR'S Business Systems. Examples include Jobnet, DFDG and VITAS. The tender covers system management only. Development and maintenance are handled by a number of parallel development suppliers. The primary operation is carried out under contract with Statens IT.
The system manager shall provide a permanent system management team. The task is expected to be solved by a team of 15 full-time allocated consultants with the possibility of scaling up and down. The system manager shall enter into a binding cooperation with STAR and
the development vendors. The collaboration is housed in shared premises at STAR. Overall, the cooperation organization is called STAR City.
STAR's Business Systems is part of a system landscape that also includes municipal case management systems and unemployment insurance funds' systems. There is a close integration between the systems and the system manager must therefore also cooperate closely with external suppliers, e.g. in connection with operation, testing and release.
System Manager occupies a central, coordinating and integrating role in STAR City with tasks related to common processes, tools and environments across development suppliers and external suppliers.
The tasks of the system manager relate to the services operation, support of the development teams, 2nd line support, administration, security and architecture.
In connection with operations, the system manager is essentially responsible for ITIL processes, contact with STAR's operating supplier, as well as infrastructure, including environments and tools to support development, testing, deployment, release and devops. In connection with this, it includes continuous optimization as well as feature toggle management and transition to trunk based development with continuous deployment using, among other things. Kubernetes and Docker.
In connection with the support of the development teams, the system manager is responsible for knowledge dissemination about common environments, tools and processes as essential elements. Furthermore, the responsibility includes the availability and proper use of the development and test environments, as well as continuous optimization of the technological support of the entire agile development process, e.g. using Jira and GIT, with a focus on Developer Experience.
System Manager handles 2nd line support in connection with both the operation and development of STAR's Business Systems, and ensures the search of support cases for solution, e.g. at
udviklingsteamene, at STAR or at the operating supplier.
In connection with administration, the system manager must as essential elements the administration of external web service buyers, maintenance of licenses and security certificates, as well as for on- and off-boarding of employees in STAR City.
In connection with security, the system manager must as essential elements ensure the implementation of a DevSecOps approach in STAR City, including providing advice on security and monitoring compliance.
In connection with architecture, system managers must as essential elements facilitate the development of target architecture as well as maintain and communicate a roadmap for the development of the architecture of STAR's Business Systems.
In addition to these services, the system manager will advise and support STAR in tasks related to STAR's business systems, e.g. in the form of project management and crisis management in the event of a major incident. At the time of contracting, STAR is modernising its business systems, supporting infrastructure and IT environments, tools and processes. System Manager shall support STAR in this process.
