The Council is seeking to establish a framework agreement (‘the Framework’) under which the purchasers can procure hackney carriage, private hire vehicle services and bus and coach (public service vehicles). There will be no guarantee of work under the Framework, but the purchasers envisage that they will make considerable use of the Framework throughout its lifetime.
The Framework will cover the Council’s requirements taxi, minibus and coach services. It will encompass home to school, home to care, college transport, transport for older people, looked after children, people with additional needs, other vulnerable people within social care and any other transport request as identified by the Council.
It is expected that this Framework will have multiple contractors to maximise efficiency savings for the purchasers.
Contractors will be drawn from this framework agreement to satisfy these requirements.

It is expected that this Framework will have multiple contractors to maximise efficiency savings for the purchasers, with a maximum of 60 contractors awarded a place on Lot 1.
Services within this Framework have been categorised as either unscheduled or scheduled.
Unscheduled requirements are defined as the ad-hoc, unplanned and one-off needs of the purchasers. They will be fulfilled by the purchasers directly awarding services to contractors on the Framework.
Scheduled requirements are defined as the recurrent and planned needs of The Council. Scheduled requirements will, overall, be awarded following a further competition between contractors whose facilities and vehicle specifications most closely match the service requirements as identified at the time. It is envisaged that the benefits associated with scheduled contracts will allow contractors to improve on pricing.
The Council is seeking to appoint up to a maximum of 10 framework contractors for this lot. It is envisaged that the City Council will require taxi vehicles with capacity for 4-6 passengers for this service provision.
