Works contract for the DESIGN, CONSTRUCTION, FINANCING and
Partial marketing of the eco-Quartier de l'Isle with ambitious qualities such as: attractive, mixed, sustainable on the
territory of Farciennes.
It is therefore a contract for the promotion of works.
As part of the development of the ensemble, the promoter is responsible for the implementation of the synthetic programming
and following minimum:
• The demolition of the 5 existing residential towers and their surroundings on plots B768H², B768A², B768 B², B768C², B768D²,
B768², B768F² ;
• The construction of 70 apartments for purchase by the public partner Sambre & Biesme;
• The construction of private housing (apartments and/or dwellings) ensuring the mix between public housing and
private housing within the eco-district;
• The development of all the surroundings, roads, public spaces and landscaped areas along the Castle and
the Sambre;
• The development of a synthetic football field with a minimum size of 60 by 45 meters, on a portion of the
plots B768M², B635H and B762M, and under the status of an urban planning charge;
• Also in the form of an urban planning charge, left to the discretion of the tenderer, the development and/or
construction of one or more community-type equipment(s), at the expense of the neighborhood condominium;
The abovementioned programming is described in more detail in point 6 of Part C.
To do this, the Municipal Administration of Farciennes and Sambre & Biesme provide the promoter with several
land for the implementation of the waiver of the right of accession (RDA).
The attention of tenderers is drawn to the fact that these Special Specifications contain anti-dumping clauses.
social (with significant special penalties) developed within the framework of the Development Committee
Strategic of the Charleroi Region and South Hainaut. They are highlighted in grey in the C.S.CH.
As a result, bidders are strongly invited to:
- to take them into account in drawing up their tender, the Contracting Authority giving itself the means to verify the conformity of the
construction site to these and to sanction in case of infringement;
- to supplement and attach to the tender the Declaration on honour concerning the social anti-dumping clauses annexed to the
present Special Specifications. The absence of a declaration attached to the offer or a declaration attached but not completed will be
considered to reveal the intention of non-compliance with the clauses against social dumping and, consequently, considered
as a substantial irregularity.
