I.1 Description of the contract
Object of the services: mission of development, assistance and computer support specific to the database software Pivot.
Context
The General Commissariat for Tourism has developed a database software that aims to pool all the tourist information of Wallonia and to create a real network between the Walloon tourist operators; it is now operational but will gradually have to undergo software adaptations and complementary developments.
The subject of the contract
The purpose of the contract is to select a service provider who will be in charge of ensuring "complementary developments or adaptations according to the needs decided by the CGT", "maintenance" and "support" in the broad sense of the Pivot software platform, in putting qualified staff at the disposal of the CGT.

Location, nature and duration of benefits
The tenderer is therefore requested to provide the necessary resources to ensure continuity in the management of the development, monitoring of maintenance, helpdesk, complementary developments, data management, etc. but also to provide punctually additional resources to deal with an incident or urgent need.
The objective is that a computer project manager-developer, 2 computer programmers-developers and a data manager be permanently assigned to the project for 5 days a week, with mandatory presence on site ( CGT, Avenue Bovesse 74 to 5100 Jambes) and permanently throughout the duration of the contract, to organize and coordinate all tasks. These will be placed under the technical and organizational direction of the CGT for the successful completion of the project. The IT specialists and the database manager named in the offer are required to perform the contract.
In case of force majeure involving the defection of a computer scientist or data manager, the CGT is authorized to approve or not the replacement proposal. The CGT is authorized, if necessary, to have the real capacities of the computer scientists and the data manager proposed.
This contract is a price-billed market for services set in a 210-day quota for each computer specialist and the data manager, ie for a total of 840 days of benefits.
Daily 8 hours and half day means 4 hours of actual work (40 hours / week). The hours actually worked will be counted and a permanent statement of benefits will be kept.
The cost of the service is fixed and includes all costs inherent to the mission, including any travel expenses in Wallonia (tourist operators).
No additional fees will be accepted. In case of repetition of the contract in accordance with article 42, § 1, 2º of the law of 17.6.2016, as required, the contracting authority may request the renewal of a computer scientist, or 2 or 3 and the data manager .
This is the reason why it is asked to provide in the offer a fixed daily price on the basis of 210 days of actual services, for the project manager, for each of the 2 other computer scientists and for the database manager. .
