The subject of the order is the supply of light heating oil L-1 - hereinafter referred to as "heating oil" for heating purposes, in accordance with the customer's demand and its successive delivery to the customer's tanks, in accordance with Annex 4 to the ToR - "Delivery Plan".
L-1 light heating oil must meet the quality standards set out in PN-C-96024: 2011 (Petroleum products - heating oils) for the L-1 grade, which should be reflected in the form of a quality certificate delivered for each delivery batch.
L-1 light heating oil must comply with Polish standards and the Regulation of the Minister of Economy of 9.10.2015 on the quality requirements for liquid fuels, the Regulation of the Minister of Energy of 1.3.2017 on the methods of testing the quality of light heating oil, heavy fuel oil and oil for inland waterway vessel engines.
1. The subject of the order is the supply of light heating oil L-1 - hereinafter referred to as "heating oil" for heating purposes, in accordance with the customer's demand and its successive delivery to the customer's tanks, in accordance with Annex 4 to the ToR - "Delivery Plan".
2. The Purchaser does not allow the submission of partial offers.
3. L-1 light heating oil must meet the quality standards set out in PN-C-96024: 2011 (Petroleum products - heating oils) for the L-1 grade, which should be reflected in the form of a quality certificate delivered for each delivery batch .
4. L-1 light heating oil must comply with Polish standards and the Regulation of the Minister of Economy of 9.10.2015 on the quality requirements for liquid fuels (Journal of Laws of 2015, item 1680), the Regulation of the Minister of Energy of on 1.3.2017 on methods for testing the quality of light heating oil, heavy heating oil and oil for engines of inland waterway vessels (Journal of Laws of 2017, item 584), the Act of 10.4.1997 Energy Law (consolidated text: Journal of Laws of 2018, item 755 as amended).
5. The delivery batch is understood as a one-way delivery of fuel oil of one type and grade delivered to the recipient by a road tanker, identified by a transport document (e.g. proof of filler, proof of issue / attestation) and a quality certificate.
6. The quantity of heating oil delivered should be invoiced in accordance with the volume fuel sales system based on m3 at a reference temperature of 15
7. The Contractor is responsible for the quality of the heating oil delivered.
8. Minimum parameters to be met by light heating oil:
8.1. Calorific value min. 42.6 MJ / kg;
8.2. Density at 15
8.3. Flash point above 56
8.4. Kinematic viscosity at 20
8.5. Sulfur content max 0.1% (m / m).
9. Prior to the commencement of delivery, the contractor shall make organizational and technical working arrangements with the recipient regarding the method of collecting the delivery batch, including: checking the possibility of notifying the delivery of heating oil batch to the recipient, sealing these lots and sealing patterns.
10. Fuel oil should be supplied by road tankers in accordance with the requirements of the PN-91 / C-04024 standard, equipped with filler tips with a legalized "measuring device" in units of measurement - liter. Deliveries must be made by specialized road tankers equipped with publishing devices with valid verification features - pumps and printers - indicating the exact quantity of fuel oil issued at the actual and reference temperature +15
11. Fuel oil will be delivered in compliance with all applicable regulations regulating the transport of hazardous materials according to RID / ADR.
12. Fuel oil will be delivered by the contractor's tanks at its expense. The price of transporting and filling the customer's tanks is included in the unit price of 1 liter of heating oil. The amount of the price delivered in the scope of the order of 1 liter of heating oil will depend on the indexation of unit prices specified in § 3 Material provisions of the contract, which are Annex 3 to the ToR.
13. The supply of heating oil will be carried out successively (in batches) from 7.30 to 13:00 on business days, based on the demand submitted via e-mail, fax or telephone by the customer.
14. The Contractor is required to complete the delivery within no more than 2 business days from the date of submission of the request by the contracting authority.
15. The Ordering Party reserves the right to limit the subject of the contract during the contract period for reasons beyond the control of the Ordering Party and ordering smaller quantities of heating oil than specified in Annex 4 to the ToR - "Delivery Plan" (the total reduction may not exceed 40% of the initial quantity).
