1. The subject of the order is the execution and delivery of license plates and their secondary.

3. The planned size of the subject of the order is specified in paragraph 3.3. SWZ.

4. The Contracting Party shall not permit submission of partial tenders. The justification for the failure to split the contract into parts is indicated in point 3.5. SWZ.

5. The contracting authority does not require the execution of the contract by protected work establishments, social cooperatives or other contractors covered by the provision of Article 94 (1) of the Public Procurement Act, hereinafter the Act.

6. The contracting party does not require employment of persons on the basis of employment relationship.

7. The Contracting Authority does not provide for the possibility of awarding contracts referred to in point 8 of Article 214 (1) of the Act.

8. The Contracting Authority did not conduct initial market consultations prior to the initiation of the procedure.

9. The Contracting Authority in this proceeding does not require the Contractors to submit the means of evidence in question.

10 The Contracting Authority shall, within the limits defined by Articles 462 et sec. Act, permit the possibility of completing the subject of the contract by the Contractor with the use of subcontractors, only in the field of transport and unloading of plates, under the rules set out in paragraph 3.13. SWZ.

11. This procedure shall be proceeded, in accordance with the abovementioned law, in an unrestricted invitation to tender, using the so-called 'reverse procedure' described in Article 139 of that Act.

12. The entry in Section II.2.7 of the notice shall read: the subject of the contract shall be executed: from the date of conclusion of the contract for a period of 12 months or until the financial resources referred to in § 5 (1) of the model contract should be carried out in advance.
