"Refurbishment and conversion of the silver hall in Liegau-Augustusbad to a meeting place for young and old"

The procedure is a negotiated procedure with an upstream participation competition in accordance with § 17 VgV i. V. § 74 VgV and § 97 ff. GWB. The aim is to award the contract for the batches of services according to §§ 34 ff. HOAI (project planning), §§ 39 ff. HOAI (outdoor system planning), §§ 49 ff. HOAI (structural engineering), §§ 53 ff to 8) for the planning and implementation of the municipal project "Refurbishment and conversion of the silver plank in Liegau-Augustusbad to a meeting place for young and old". The application of bidding groups is expressly encouraged. The lots are defined as follows.

- Lot 1 property planning according to §§ 34 ff. HOAI;

- Lot 2 structural design according to §§ 49 ff. HOAI;

- Lot 3 technical equipment according to §§ 53 ff. HOAI, plant groups 1 to 3, 7;

- Lot 4 technical equipment according to §§ 53 ff. HOAI, plant groups 4 to 6, 8;

- Lot 5 outdoor system planning according to §§ 39 ff. HOAI.

Project planning

Services according to § 34 ff. HOAI i. V. with Annex 10.1 HOAI via LPH 1 to 9. The client provides for a gradual assignment. First, LPH 1 to 4 are commissioned. LPH 5 to 9 can be ordered as an option. There is no legal claim to the transfer of services going beyond service phases 1 to 4. Name any required subcontractors informally for the respective object of the order. The registrar reserves the right to request additional documents. According to the contract, the contractor must provide the following services in the first stage:

1. Basic services

The contractor must perform service phases 1 to 4 of Section 34 (3) HOAI. The basic services are to be carried out in accordance with Annex 10.1 HOAI to Section 34 (4) and Section 35 (7) for these service phases. The following services are provided by the client and are not part of the contract: (not applicable),

2. Special and additional services (optional assignment). The architect is responsible for the creation of a fire protection certificate for submission to the building inspector and supervises the implementation of the planning requirements. The fire protection inspector is specified by the building inspector. In addition, the planning and consulting services relating to building physics, the performance profile of thermal insulation and energy balancing and the performance profile of sound insulation in accordance with Annex 1.2 HOAI, LPH 1 to 4 are part of the services provided by the architects. The monument value is to be preserved. Coordination with the preservation of historical monuments and other authorities is to be provided from LPH 2. The contractor is responsible for coordinating all those involved in the planning over the entire service period. Comparison of space and usage requirements with the feasibility study (Annex C) reporting to the city council / technical committee. In the event of important resolutions or the like, the city council or responsible committee should be informed of the current status of the building.

The second stage is optionally commissioned in accordance with the contract. The following services are to be performed in the second stage:

1. Basic services: The contractor must provide service phases 5 to 9 of section 34 (3) HOAI. The basic services are to be carried out in accordance with Annex 10.1 HOAI to Section 34 (4) and Section 35 (7) for these service phases. The following services are provided by the client and are not part of the contract: (not applicable),

2. Special and additional services (optional assignment): From Annex 10.1 HOAI:

- LPH 7:

a) Checking and evaluating additional offers with an impact on planning;

b) Participate in the examination of construction-related supplementary offers.

- LPH 8: drawing up, monitoring and updating a payment plan;

- LPH 9: preparation of building inventory documentation; Quantity changes and supplementary offers for construction services Item-based quantity undershoots and quantity overshoots of more than 10% must be justified in writing to the client. Supplementary offers are to be examined in terms of reason and amount, to be evaluated and to be justified in writing. The price check must always be based on the position. The contractor also takes over the content and technical coordination with the specialist planners with a focus on meeting deadlines and costs. Continuation of the services fire protection and building physics, performance profile heat protection and energy balance as well as performance profile sound insulation from the commissioning of the 1st stage in accordance with Annex 1.2 HOAI, LPH 5 to 7. Services are commissioned in accordance with § 51 ff. HOAI i .V. with Annex 14.1 HOAI via LPH 1 to 6. The client provides for a gradual assignment. First, LPH 1 to 4 are commissioned. LPH 5 and 6 can be commissioned as an option.

There is no legal claim to the transfer of services going beyond service phases 1 to 4.

According to the contract, the contractor must provide the following services in the first stage:

1. Basic services

The contractor must perform service phases 1 to 4 of Section 51 (1) HOAI. The basic services are to be carried out in accordance with Annex 14.1 HOAI to Section 51 Paragraph 5 and Section 52 Paragraph 2 for these service phases.

The following services are provided by the client and do not become part of the contract:

2. Special and additional services (optional commissioning)

The contractor must prepare a wood preservation report in connection with a static assessment. In addition to the photo documentation of the inventory, the summary and evaluation of the findings as well as immediate feedback and coordination with the property planner are expected. The result is to be submitted in duplicate on paper and simply as a PDF.

- LPH 2 - making comparative calculations for several possible solutions;

- LPH 4 - constructive fire protection; Template for the building inspection.

The second stage is optionally commissioned in accordance with the contract. The following services are to be performed in the second stage:

The contractor must perform service phases 5 and 6 of Section 51 (1) HOAI. The basic services are to be carried out in accordance with Annex 14.1 HOAI to Section 51 Paragraph 5 and Section 52 Paragraph 2 for these service phases.

The following services are provided by the client and do not become part of the contract:

2. Special and additional services (optional commissioning)

From Annex 14.1 HOAI:

LPH 8

a) engineering control of the execution of the structure for compliance with the tested static documents as well as the construction aids, securing, crane, etc.,

b) control of the concrete production and processing on the construction site / quality tests,

c) Quantity changes and supplementary offers for construction work Participation in the justification of position-related undershoots and overshoots of quantities of more than 10%.

Supplementary offers are to be examined in terms of reason and amount, to be evaluated and to be justified in writing. The price check must always be based on the position.

From Annex 15.1 HOAI:

- LPH 5: Checking and approving formwork plans by the structural engineer for compliance with the slot and breakthrough planning;

- LPH 7:

a) Checking and evaluating additional offers,

- LPH 8:

a) performing performance measurements and functional tests,

b) Update the execution plans.

- LPH 1:

a) participation in public development,

b) Assessment of the location using special methods, for example soil analysis in conjunction with lot 1, partial service: soil investigation.

- LPH 2: Assessment and assessment of the existing building structure, components, materials, fixtures or the trees or vegetation stocks to be protected or preserved.

The high monument value can be preserved as a unique selling point. Coordination with the preservation of historical monuments and other authorities is to be provided from LPH 2.
