Construction management support for the overall project

Subject matter of the contract: General information about the construction measure / project

(Description of the construction measure / project)

Bundesstraße 38 connects the Rhine Valley via the Ried and the Bergstraße with the central Odenwald. It links the Baden-Württemberg medium-sized centre of Weinheim with the Weschnitztal municipalities of Birkenau, Reisen, Mörlenbach, Rimbach, Fürth, the municipalities of Reichelsheim, Reinheim and the regional centre of Darmstadt on Hessian territory. The B 38 is used for the spacious

regional and supra-regional destination and source traffic of this region.

The new B 38 route of the OU Mörlenbach begins in the south at the B 38 Birkenau - Reisen bypass, which was opened to traffic in 1999. To the north-east of the existing Reisen junction, it turns slightly into a short embankment to the west in order to obtain the necessary development length for the Mörlenbach Süd junction. In the further course it crosses the Reisener Tal (B

38 old, the Weschnitz, Mumbach, a cycle and farm path and the Weschnitz Valley Railway) south of a sewage treatment plant with the help of the approx. 400 m long viaduct Reisen. After an approx. 350 m long embankment and cutting section, the route continues through the approx. 380 m long Berkersklamm tunnel in a northerly direction followed by an approx. 800 m long open route in the areas of "Vohberg" and "Tannenbuckel", whereby it underpasses the panorama road and spans the disused Überwaldbahn with an approx. 20 m long bridge structure.

After crossing the Weiherer valley with the approx. 300 m long Mörlenbach viaduct in the area of the existing retention basin, the route leads about 200 m through open embankment and cut section past the Mörlenbach Ost junction (connecting ear) to the southern tunnel portal of the "Kisselhöhe" tunnel.

From there, the OU continues through the approx. 500 m long tunnel in the area of the "Kisselhöhe" between the "Frohnacker" housing estate and the "In der Erbach" nature reserve. Subsequently, the line turns into the existing B 38 in the direction of Rimbach/Fürth in an approx. 500 m long slight incision west of the "Ulrichsberg" with a right-hand bend before the existing junction B 38/K 9 at Groß Breitenbach. The Mörlenbach junction is about 200 km away.

m south of the junction K 9 with the B 38.

The new line of the OU Mörlenbach from the South junction to the North junction is 3.872 km. In addition, there are the following roads to be upgraded or laid over a total length of approx. 1,030 km:

• AS Mörlenbach Süd approx. 100 m

• AS Mörlenbach Ost

Ramp L 3120/B 38 new approx. 170 m

L 3120 including roundabout approx. 250 m

• North junction approx. 140 m

• Panoramic road

See also the general site plan

The new construction of the OU Mörlenbach consists of the following individual measures:

• Construction road from the B 38 south of Mörlenbach to the Panoramastrasse

• Roundabout at L 3120 including Schleifacker treatment plant

• B&B panoramic road

• Farm road

• UF Überwaldbahn

• Talbrücke Reisen

• Mörlenbach viaduct

• Tunnel Berkersklamm

• Tunnel Kisselhöhe

• Construction of the line with the south and north connections

• Landscape conservation measures

• Leitungsumverlegungen

Boundary conditions and pass-through points

(List and description of the essential planning parameters and project specifics)

The Mörlenbach bypass was approved by decision of 12.01.2014.

Due to the requirements for nature conservation, the areas for the construction site equipment, the access areas and the access roads to the construction site are restricted. Furthermore, the transport of large construction vehicles, cranes and prefabricated steel composite elements to the construction site is limited due to the limited space available in places (local thoroughfares and roads in the subordinate network) (see also map).

After completion of the construction road from the B 38 to the panorama road, it will be used by construction vehicles of the various contractors (Reisem viaduct, Berkersklamm tunnel and route construction).

The access road from the already built roundabout on the L 3120 will be used by the construction vehicles of the various contractors (Kisselhöhe Tunnel, Mörlenbach Viaduct and Track Construction).

During the construction of large structures, there may be mutual obstructions due to heavy transports and mobile crane trucks. Even if the construction of the line begins, the major structures are still under construction and there may still be a disrupted construction process.

Since this could lead to points of friction and construction delays, coordination of the individual measures with each other is indispensable.

Description of the services to be provided

(List and description of essential services. In the case of HOAI services: Indication of the objects, service profiles and service phases.)

The subject of this order consists of the following services:

- Continuous monitoring of the overall project from a construction management point of view

- Construction management evaluation of obstruction notices of construction companies

- Construction management valuation of supplementary claims of construction companies

- The service includes the coordination of the individual measures with each other, as part of the overall construction project.

The overall construction project B 38 Mörlenbach bypass is divided into the following sub-projects or individual measures and is to be completed in the periods shown:

- preparatory work

Review of the documents (familiarization with the documents)

All effort required to familiarize yourself with the project status. Inspection, examination and evaluation of all documents and preparation of a statement for the client on the current project status.

Including preparation of an assessment / assessment of the construction risks arising from the project conditions.

- Construction management support during the construction phase

Coordination, control and evaluation of the construction supervision offices The construction supervision of the various construction contracts (individual measures), which are part of the overall project "OU Mörlenbach" and some of which take place at the same time, are carried out by different engineering offices, which are commissioned separately by the client.

The following essential tasks are also part of the Contractor's scope of services:

> controlling and coordinating the various construction supervision offices, for this purpose the contractor must evaluate the construction meeting minutes of the individual measures and in this way obtain a continuous overview of the status of the overall project.

> The construction schedules of the various individual measures are to be combined into an overall schedule

Merge. The overall schedule must be updated continuously and over the duration of the overall project. The overall deadline must result in the critical path for the overall project.

> The dependencies and interactions resulting from the interaction of the individual measures are to be identified and presented in the plan. This conflict analysis must be carried out over the duration of the overall project. In the overall plan, the construction management influences and constraints resulting from the interaction of the individual measures are taken into account for the overall project but also for each project.

to work out and present individual measures.

> If construction disruptions occur or are foreseeable in an individual measure caused by a parallel individual measure, these must be documented. Possible solutions are to be shown to the client as to how these disturbances can be eliminated.

> All services must be documented.

> aim of the construction management support during the construction phase is to localize construction disruptions at an early stage (if possible before they occur) and thus to initiate countermeasures in good time in order to avoid hindrances and interruptions (downtimes) in the construction process.

- Construction company assessments of disability notices and supplements

Examination and evaluation of the documents submitted by AN-Bau on hindrance notifications and supplements to the changed construction process (due to hindrance and changes in performance) with regard to the effects of the changed construction process on the contract period as well as the additional cost claims of the Contractor

Construction due to the disrupted construction process.
