The subject of the contract is the designation of a team of project authors for the implementation of the urban renewal operation of the City of Athus as approved by the Walloon government on 15.11.2012.

The urban renewal operation of the City of Athus aims to rebuild the city on the city, to initiate a process of urban change in order to give back to Athus, city with a heavy industrial past, the positive image that it deserves and an attractiveness that radiates beyond borders. This project aims to be global, transversal and integrated. It is also part of sustainability in that it aims to be environmentally friendly and energy efficient. It promotes innovation so that Athus is part of a “Smart” approach (reference to the concept of smart cities) without neglecting the social and human aspects of the city [taking into account and integrating all the players on the ground in these domain (see contract documents)].

1) description of the mission

The author of the project will carry out a complete architectural mission (from design to completion) for the implementation of public infrastructure: - whether small or large - falling within the scope of urban renewal of Athus.

By public infrastructure we mean for example:

- the creation of a place in the Brüll with underground parking (see project sheet 7 of the basic dossier for urban renewal in the appendix) and the establishment on the site of a cultural center bringing together the cultural center and the museums as well as various musical activities.

The mission of the project author will relate to the execution of the following tasks - divided into sections - a more detailed description of which is given below. It is indeed necessary to proceed in installments due to the fact that at the time of writing these specifications, the contracting authority cannot ensure and therefore initiate the full implementation of a project. Indeed, this depends on external parameters such as, for example, the control of land, obtaining a subsidy or the granting of permits.

This mission may be conditional on the city obtaining subsidies to finance all or part of the implementation of these public infrastructures. It also has no minimum, since the city cannot guarantee the effective implementation of these infrastructures. In the event that one or more subsidizing power (s) decided not to grant the city the subsidies necessary for the implementation of these infrastructures for any reason whatsoever, it reserves the right to to give up the realization of these infrastructures or to realize them only partially. In this case, no compensation will be due to the author of the project for the services performed outside the promised fees;

2.1) general definition of the tasks to be performed

The market is broken down into several tranches, only the first of which is firm while the others are conditional and will be activated according to the choices made, financial or other opportunities. The client will therefore notify the project author, as the projects progress, of the completion of one or the other tranche:

2.1.1) draw up several sketches of the infrastructure concerned (see point 2.2),

2.1.2) establish the preliminary project in accordance with point 2.3 below,

2.1.3) establish the documents relating to all requests for authorizations including the town planning permit as well as any other document relating to the various administrative files necessary for the construction and operation of the works as well as for obtaining the subsidies, the organization of public information sessions,

2.1.4) establish the project file for the works, equipment and infrastructure, supplies, including the documents referred to in point 2.4 below, in full compliance with the legislation on public contracts to which is subject the master of the book;

2.1.5) examine the bids or offers and draw up the contract award reports referred to in point 2.5 below,

conditional phase n o 4

2.1.6) planning, directing and controlling the execution of the various contracts in accordance with point 2.7 below;

2.1.7) process the payment statements of the various contractors,

2.1.8) assist the client during provisional and final acceptance and write the relevant minutes,

2.1.9) establish the final account of the various works, equipment and supplies contracts.
