Description:
Creation and application of a transport model, accessibility and potential analysis with strategic goal vision as well as offer and timetable concepts as part of the RailBlu project

As part of the RailBlu project, VBB GmbH is looking for a service provider whose core competence is traffic planning and in particular the creation and processing of transport models related to local rail passenger transport (SPNV).

As part of the RailBlu project from the cooperation program INTERREG VA BB-PL 2014-2020, contributions are primarily to be made to improving cross-border, sustainable mobility offers in local rail passenger transport (SPNV) between Brandenburg and Lubuskie. The participating project partners are the Ministry of Infrastructure and Regional Planning of the State of Brandenburg (MIL), the Marshal's Office of the Lubuskie Voivodeship (UMWL) and VBB GmbH. The project area includes the Lubuskie voivodeship and the eastern part of the state of Brandenburg, i.e.: districts of Märkisch-Oderland, Oder-Spree, Spree Neisse and the independent cities of Frankfurt (Oder) and Cottbus. The focus is on the sustainable development of transport in the programme area and increasing the attractiveness of cross-border SPNV. RailBlu pilots to implement new mobility services to improve the connection of remote access points to the SPNV and the sale of digital tickets.

In addition, a medium to long-term measures and implementation concept is to be developed. As part of the preparation of this joint development concept, cross-border traffic is to be analysed cross-border traffic for the first time by applying and evaluating anonymized mobility data. In an upstream step, source-target mobility data generated by mobile devices is acquired and made available to the contractor. Based on this data, a traffic model is to be created for the program region, based on this, accessibility and demand analyses are to be carried out, a target vision defined and operational and timetable concepts created. The order comprises the following services in three work packages:

1. the creation and application of a transport model based on mobility data provided by the client,

2. Conducting accessibility and demand analyses using the created transport model and defining a goal vision,

3. Preparation of operational and timetable concepts.

Work package 3 is intended to complete the order in full by 30.06.2022. Earlier completion dates for work packages 1 and 2 are specified in the SOW.
