The Klinikum Landshut non-profit GmbH is a hospital that focuses on care for western Lower Bavaria and also carries out a nationwide service mandate. As an academic teaching hospital of the Ludwig Maximilian University of Munich, it is connected with university clinics, professional societies and corresponding reference centers. The hospital stands for modern and comprehensive medical and nursing care at a high quality level. The house treats around 100,000 patients a year as part of the care contract with the Free State of Bavaria.
The Landshut Hospital intends to further plan and implement the new general care building and, as the next stage, partial expansion and renovation of the hospital. For this purpose, the services of object planning are to be awarded to buildings and interiors, differentiated according to the construction phase dependent service phases in accordance with §§ 33 et seq. HOAI.
— Task P70 — New General Care Building (BA 2+3)
As part of the P70 new general care package, the Landshut Hospital intends to replace the existing hospital buildings with new buildings on the southwest side. In addition to general care, the new buildings also house the day hospital dialysis, pain day hospital, women's hospital, oncology day hospital, staff changing rooms, geriatrics and other functional positions.
This measure will be implemented in a total of 3 construction phases. The first construction phase (BA 1) is already under construction and is expected to go into operation in 2024. The second construction phase (BA 2) with five nursing stations and a total of 132 beds is now to be further planned and realized through financial security in the form of an early determination.
The new construction of general care is to be completed with the BA 3. As part of the overall planning of the new general care building, the framework conditions were defined for BA 3 and a basic assessment was carried out. Further planning (starting with preliminary draft planning) is still pending. The extent to which the P80 package of measures has an impact on BA 3 is to be discussed in the context of target planning (see description P80 below).
Construction costs for cost groups 300 + 400 were estimated at EUR 37.2 million gross for BA 2 (indexed cost estimate) and EUR 41.5 million gross for BA 3 (rough cost estimate). Cost status in the second quarter of 2021.
The aim is to start construction (main measure) by BA 2 at the end of 2024, completion and start of use by the end of the 1st quarter of 2027. For BA 3, the 1st grant application is expected to be submitted by the beginning of 2023. The start of construction of BA 3 is scheduled for mid-2027, completion and start of use by late summer 2029.
— Task P80 — Partial Expansion and Renovation
The P80 package of measures — partial expansion and renovation is seen as the next stage of extensive work at the Landshut Hospital. As part of initial target planning, the following package of measures P80 is to be defined taking into account the other inventory situation and developments of P70. Functional points (such as operating areas and the emergency room) and their structural and functional condition are to be assessed. The next step is to develop expansion and/or refurbishment options for the functional areas defined in the previous step. The interface to and the interaction with BA 3 from P70 is particularly important here. The planning variants resulting from target planning form the foundation for P80. Determining any construction phases is not yet serious at this point in time.
Construction costs for cost groups 300+400 were estimated at EUR 37.2 million gross for P80 (rough cost framework); cost status here again for the 2nd quarter of 2021.

For the P70 and P80 packages of measures, the services of property planning buildings and interiors are to be awarded in accordance with §§ 33 et seq. HOAI. The service phases 3—9 are to be processed for P70-BA 2, the service phases 2—9 for P70-BA 3, and target planning and management phases 2—9 for P80.
The services are commissioned in stages. First, the work phases 3+4 (draft and approval planning) are to be commissioned by BA 2 in the 1st commissioning stage for P70. Performance phase 2 of BA 3 is also part of the 1st stage to P70, but is not already commissioned with a contract, but is optionally called up separately by the client.
The assignment of further work phases or special services from BA 2 and BA 3 to P70 is optionally possible without any legal entitlement to this. The same applies to the target planning services for P80 and the subsequent service phases 2—9 according to § 34 HOAI (see section II.2.11).
