Technical Support to Component 4A and Modernization and Development of a Hydrological and Meteorological Modeling System.

The Government of the Republic of Poland has received financing from the World Bank toward the cost of the Odra-Vistula Flood Management Project (OVFMP) and intends to apply part of the proceeds for consulting services.

The purpose of consulting services (“the Services”) to be provided by the selected Consultant is to support the Institute of Meteorology and Water Management National Research Institute (IMGW-PIB) and its duty for National Hydrological and Meteorological Service (PSHM), in an effective and timely implementation of the Project tasks, focused on the strengthening of IMGW-PIB’s institutional capacity of the monitoring and forecasting of meteorological and hydrological phenomena in the whole territory of the Republic of Poland.

The Institute of Meteorology and Water Management – National Research Institute now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The said Services include, in particular:

— Support to the overall management of Component 4 of the Project (Institutional Strengthening and Enhanced Forecasting), including supervision of consultants, planning, procurement support, financial management, monitoring and reporting on the Project implementation activities,

— Identification and analysis of alternative models for rainfall-runoff modeling, 1D and 2D hydraulic models, hydrological models, marine and coastal zone models, etc.,

— Procurement, installation and development of selected hydrologic and hydrological models,

— Preparation of terms of reference and request for proposals for a now-casting and flash flood forecasting system in accordance with World Bank procedures,

— Development and implementation of integrator for overall hydrological modeling system,

— Development of graphical user platform for entire hydrological and hydraulic system,

— Training for the IMGW-PIB’s management staff, operators of implemented models/ systems.

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method setoutin the World Bank’s Consultant Guidelines.
