The City of Hyvinkää (hereinafter referred to as the "Client") will build a new multipurpose hall building in the Hangonsilta area of Hyvinkää. The object of the design assignment is a hybrid building with sports hall, event, restaurant and university of applied sciences facilities.
The preliminary scope of the project is approximately 12,100 m2, of which the extent of the sports hall is approximately 8,700 m2 and the extent of the university facilities approximately 3,400 m2. The free height of the sports hall is 12.5 m and, depending on the nature of the event, includes an audience capacity of 2,000–3,000 people. The bridge between the multipurpose hall and Kipinä Upper Secondary School, the area of which is approximately 90 m2, is included in the design commission.
The running line, which may be included in the project, is presented as an option in the invitation to tender. The client's goal is to make a policy on the implementation of the running line by the beginning of the design assignment. The running straight would increase the scope of the project by approximately 330 m2.
The project uses a cooperative project management contract as a form of implementation. The initial phase of project planning will be carried out on a tight schedule so that the preliminary master plans describing the scope, quality level, structural solutions and scope and main principles of the project required for the procurement of a project management contractor will be ready by the end of 2023.
The project focuses on energy-efficient and low-carbon solutions. The related objectives will be specified during the planning phase.
The aim of the procurement is to provide the client with the most economically advantageous service provider that is in the best position to carry out the main and architectural design of the site, including the design of the yard area, which mainly includes maintenance routes and bicycle parking. The design is carried out in close cooperation with the client, user, other designers and the contractor selected later.
The procurement includes the main planning and building design of the site in accordance with sections 120 a–e of the Land Use and Building Act, as well as other tasks mentioned in the invitation to tender and the appendices to the invitation to tender.
Designers are procured for their tasks, starting with design preparation, general design and then ending with the end of the warranty period as set out in the task lists attached to the invitation to tender. The client prepares ready-made ARK proposal plans as part of project planning by the beginning of the design assignment. The planning of technical fields begins at the proposal planning stage, so the chief designer is also responsible for supervising this design work and coordinating tasks related to ARK proposal designs.
The building as a whole will be designed by building information modelling in accordance with the design programme appended to the invitation to tender.
The planning must be coordinated with the surrounding street areas and urban planning.
The client's goal is to acquire and draw up contracts for the most significant design areas of the site (PS-ARK, GEO, RAK, S, LVIA) at the beginning of October 2023, when the design can begin.
