Description:
Łomża Purchasing Group. Supply of electricity in the period from 01.01.2023r. until 31.12.2023

1. The subject of the contract is the supply of electricity in the period from 01.01.2023. until 31.12.2023

up to 705 collection points (PPE) with a total estimated volume (+/-10%) of 9,228.19 MWh, of which:

1) For premises and facilities (Part 1 of the contract) – 6 556.87 MWh – a detailed list of PPE is attached as Annex 1a to the SWZ

2) For the purposes of road lighting (Part 2 of the contract) – 2 671.32 MWh – a detailed list of PPE is attached as Annex 1b of the SWZ

2. The forecast electricity consumption indicated above is indicative and may deviate from the amount of energy actually collected, during the duration of the contract. Reducing or increasing the amount of electricity does not entail any consequences for the contracting (customers), other than the need to pay for the amount of energy actually collected.

3. Applicable billing periods: Tariff group B, C2x – 1 month, Tariff group C1x, G, R – 2 months

Supply of electricity to premises and facilities

1. Number of measuring systems accounting for consumed electricity 229 pcs.

2. A detailed description of the pre-emptive points (PPE) of the Contracting Party included in Annex No 1a to the SWZ.

3. Estimated electricity consumption during the term of the contract – 6 556,87 MWh, of which:

Zone I 3 304,35 MWh

Zone II 967.52 MWh

Strefa III 2 285,00 MWh

The above data is indicative. The Contractor should take into account possible fluctuations in electricity consumption at a level of +/ -10%).

4. Łomża County – item 1 (PL_ZEBB_2007000079_03) in Annex 1a to the SWZ – the contracting authority has been using the RES installation at the Starosty facility since 2018 – it does not have the status of a Prosumer, it has a standard distribution agreement.

5. Cardinal Stefan Wyszyński Provincial Hospital in Łomża on the following facilities:

1) item 1 (PL_ZEBB_2062016428_04) of Annex 1a to SWZ

2) item 2 (PL_ZEBB_2062022868_00) of Annex 1a to SWZ

3) item 4 (PL_ZEBB_2062030655_01) in Annex 1a to the SWZ

the ordering party has been using the RES installation since 2015 – it has the status of the Manufacturer.

6. Deliveries will take place from 01.01.2023. until 31.12.2023, details of delivery dates for individual collection points are described in Annex 1a to the SWZ column "Delivery period".

7. The current electricity supply contracts will expire or terminate with effect on the day prior to the scheduled start date (“Supply Period” column). The obligation to terminate contracts is on the side of the contracting (recipients).

8. Quality standards

1) The subject of the order is the supply of electricity with certain quality standards in accordance with applicable regulations.

2) Quality standards of electricity are described in the Ep and the Regulation of the Minister of Economy of 4 May 2007 on the detailed conditions for the functioning of the power system (as amended) and the Regulation of the Minister of Energy of 6 March 2019, as amended, on detailed rules for the formation and calculation of tariffs and settlements in electricity trading.

10. The Contractor, based on the Power of Attorney granted, will be obliged to submit contracts on behalf of himself and the ordering party (recipients) to the competent DSO in accordance with applicable regulations and to represent the ordering party (recipients) before the DSO - the process of changing the seller.

11. The contracting authority reserves the right to use Article 139(1) of the Public Procurement Law, i.e. the possibility of first examining and evaluating tenders, and then making a subjective qualification of the contractor whose offer was the highest rated, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure.

12. As a result of the outcome of the public procurement procedure, 14 contracts will be concluded.

13. The Contracting Authority requires the provision of a security for the proper performance of the contract, the contractor shall lodge 13 securities for the proper performance of the contract, separately for each contract concluded with the contracting authorities, excluding the contract with the Municipality of Rutki.

14. The Ordering Party requests the payment of a security deposit. In the case of submitting an offer for Part 1 of the order: PLN 200,000.00.

Supply of electricity for the needs of road lighting

1. Number of measuring systems accounting for consumed electricity 476 pcs.

2. A detailed description of the pre-emptive points (PPE) of the Contracting Party included in Annex No 1b to the SWZ.

3. Estimated electricity consumption during the contract period of 2 671,32 MWh, of which:

Zone I 1 639,29 MWh

Zone II 1 032,03 MWh

The above data is indicative. The Contractor should take into account possible fluctuations in electricity consumption at a level of +/ -10%).

4. Deliveries will take place from 01.01.2023. until 31.12.2023, with the proviso that the details of delivery dates (start and end) for individual collection points are described in Annex 1b to the SWZ column "Delivery period".

5. Current electricity supply contracts will expire or terminate with effect from the day preceding the planned delivery start date (column 'Delivery period'). The obligation to terminate the contracts lies with the contracting authorities (recipients).

6. Quality standards

1) The subject of the order is the supply of electricity with certain quality standards in accordance with applicable regulations.

2) Quality standards of electricity are described in the Ep and the Regulation of the Minister of Economy of 4 May 2007 on the detailed conditions for the functioning of the power system (as amended) and the Regulation of the Minister of Energy of 6 March 2019, as amended, on detailed rules for the formation and calculation of tariffs and settlements in electricity trading.

8. The Contractor shall, on the basis of the Power of Attorney granted, be required to notify on behalf of the Contractor (s) of the contracts to the relevant DSO in accordance with the applicable rules and to represent the Contracting Party (s) before the DSO - the process of changing the seller.

9. The Contracting Authority reserves the right to make use of Article 139(1) of the Public Procurement Law, i.e. the possibility of first examining and evaluating tenders, and then making a subjective qualification of the contractor whose offer has been rated the highest, in terms of the absence of grounds for exclusion and meeting the conditions for participation in the procedure.

10. As a result of the outcome of the public procurement procedure, 10 contracts will be concluded.

11. The contracting authority requires the provision of a security for the proper performance of the contract, the contractor shall lodge 10 securities for the proper performance of the contract, separately for each contract concluded with the contracting authorities.

12. The Ordering Party requests the lodging of a security deposit. In the case of submitting an offer for Part 2 of the order: PLN 85,000.00.
