Refurbishment of the Walhalla, Wiesbaden, Early safety and conservation measures, utilisation and area concept in variants, building physics, LPH 1-9
On the basis of the available investigations and studies with the urban planning, structural, monument preservation, functional and economic requirements, as part of the redevelopment planning for the revitalization of the Walhalla cultural site (if necessary. Partial demolition and new construction) to prepare the building physics planning (thermal insulation and energy balancing, building acoustics (sound insulation) and room acoustics):
A concrete space, usage and operator concept is not yet available. Taking into account the interests of the future users and the owner, the architectural firm is to develop variants in an iterative process with the steering group appointed by the magistrate.
The task for building physics planning includes the three service modules described below. The first step is to retrieve blocks 1.1 and 2.
Module 1: Early security and conservation measures
In order to prevent further deterioration of the building fabric, parallel to the development of the utilisation concept (module 2), it is to be examined which components can be preserved and how, and which structural safety and restoration measures can be carried out earlier (module 1.1). These measures are mainly to be identified in the area of the core building of the Walhalla, which may not be changed in its design.
The determination and subsequent planning and implementation of the measures will be carried out by the architectural and specialist planning offices still to be commissioned in close coordination with the monument authorities, the engineering offices still to be commissioned, a restoration specialist planning, as well as the owner and the AG and, if necessary, other bodies to be involved.
The subject matter of the contract for module 1 are:
1.1 Consulting services (for building physics planning) in the context of the identification and examination of the feasibility of the necessary early measures.
An hourly rate with an hourly quota of 25 hours each is to be offered for the above-mentioned consulting services for:
- Office owners
- Project leaders
- Other project staff
- Other employees
In addition, 3 on-site appointments (incl. arrival and departure) are to be offered as a flat rate.
Billing is based on proof.
The settlement of the ancillary costs is to be stated as a percentage of the net fee.
1.2 Consulting services (for building physics planning) for the planning and implementation of these early measures following the identification and feasibility check.
An hourly rate with an hourly quota of 25 hours each is to be offered for the above-mentioned consulting services for:
- Office owners
- Project leaders
- Other project staff
- Other employees
In addition, 3 on-site appointments (incl. arrival and departure) are to be offered as a flat rate.
Billing is based on proof.
The settlement of the ancillary costs is to be stated as a percentage of the net fee.
Module 2: Usage and space concept in variants
There is no concrete spatial and utilisation concept for the revitalisation of the Walhalla. This is to be developed by the architectural firm in dialogue with the steering group set up by the magistrate, taking into account the interests of the future users and the owner. Depending on specific usage and space requirements, the architectural firm is to develop space concepts in variants as part of a feasibility study. For each of the variants, a rough cost estimate is to be developed for the purpose of economic comparability.
The core building of the Walhalla from 1897, which is protected as an individual cultural monument, with the distinctive ballroom, the hall of mirrors and the foyer, is to be preserved in its current form for events. Depending on the usage concept and in coordination with the monument authority, the later extensions to the core building are up for grabs for (partial) demolition, if necessary. In order to meet the requirements for the space requirements of a modern and flexibly usable cultural and event venue with gastronomy, as well as the reorganization of the situation in Hochstättenstraße, new additions or extensions including the current open space are to be examined.
An examination and deviation from the concept study in the course of the development of the utilization concept is not excluded.

Module 3: Building physics planning as part of the renovation and, if necessary, partial demolition and extension of Walhalla
On the basis of the utilisation and space concept developed in module 2 for the refurbishment with any additional measures to be carried out. Partial demolition and extension, the following plans are to be drawn up:
- Bauphysikplanung
1. Thermal insulation and energy balancing
2. Building acoustics (sound insulation)
3. Room acoustics
The planning is carried out in close coordination with the monument authorities, the architectural and specialist planning offices still to be commissioned, the restoration specialist construction management still to be commissioned, as well as the owner and the AG as well as any other bodies to be involved.
The subject matter of the contract for the planning and implementation of the measures are basic services of service phases 1 to 7 in accordance with Annex 1.2 (to §3 paragraph 1) HOAI 2021, as well as the special services in accordance with the partial service table (see Appendix).
The calculation basis for the offer is:
- Projected construction costs of KG 300-400 for the entire building ensemble in the amount of approx. 20 million euros net
- Eligible costs KG 300-400 for the specialist planning services for room acoustics in the area of the 2 listed halls in the amount of approx. 4.4 million euros.
- Total gross volume (inventory and planning): approx. 31,600 m³
- Volume of large hall: approx. 5,400 m³
- Volume Hall of Mirrors: approx. 1,500 m³
The special services (according to the appendix "Special services, partial service table") are to be offered - divided according to service phases - each as a lump sum per LPH.
For other services - possibly necessary - not included in the scope of services - corresponding hourly fees must be stated in the offer. These are to be broken down as follows:
- Office owners
- Project leaders
- Other project staff
- Other employees

There is a step-by-step retrieval of the services (entire service phases or individual partial services). Initially, work phases 1 and 2 will be commissioned by SEG. In the event that the concept to be developed within the framework of module 2 deviates from the present concept study, a new committee resolution must be obtained after work phase 2. Subject to this committee decision, service phases 3 to 4 can be called up. After completion of work phase 3, including cost calculation and plausibility check and construction inspection, the call for further work phases 5 to 8 can take place in further processing stages if necessary after a renewed committee decision.
The assignment of the respective further processing stages from work phase 2 onwards is therefore subject to committee approval and can only be made with the consent of the necessary committee resolutions to be applied for by the AG. There is no entitlement to the retrieval of individual services or all service levels.
Scheduling
The development of the identification of early security measures and the spatial and utilisation concept in variants is to be started immediately after commissioning (modules 1.1 and 2).
The implementation of early precautionary measures takes place after the measures have been identified. The basic determination and preliminary design planning for the renovation of the Walhalla (work phases 1 and 2, module 3) are to be developed after one of the variants for the area and use concept has been determined after working on module 2 (approx. 4 months after commissioning). If the variant deviates significantly from the currently available concept study, it must be submitted to the municipal committees for resolution at the latest in the course of the development of work phase 2.
After completion of work phase 3 (module 3), a plausibility check is to be carried out on the basis of the design planning and cost calculation by the Audit Office. With the use of subsidies from urban development funding, a construction inspection must also be carried out after completion of work phase 3. With the results of these examinations, the implementation template for the implementation of the measure is submitted to the municipal committees. Parallel to the decision-making process, the approval plan is to be developed. Construction is scheduled to begin in the second half of 2025, with completion scheduled for the end of 2027.
