Tuomi Logistiikka Oy will put out to tender the orthoses and subsidies for medical rehabilitation in accordance with the invitation to tender and its appendices. The hospital districts of tampere university hospital's special catchment area are involved in the procurement (from 1.1.2023 onwards, the cooperation areas of Inland Finland); The hospital districts of Pirkanmaa and Kanta-Häme (as of 1.1.2023, the wellbeing services counties), their regional assistive device centres and the assistive device services and units of these member municipalities, excluding the South Ostrobothnia Hospital District. With this procurement agreement, Tammenlehväkeskus Oy and Tuomi Logistiikka Oy will also make purchases for their owners and affiliated entities, i.e. those public sector customers that operate mainly in the geographical area of tampere university hospital's special catchment area, with the exception of the South Ostrobothnia Hospital District.

The regional assistive devices centre combines the activities of the Assistive Devices Centre and municipal assistive services. The Assistive Devices Centre is responsible for the specialised medical assistance service and, in the case of primary health care, for the provision of assistive devices.

The procurement is divided into three areas by assistive device classification. Three suppliers are selected for the framework agreement on a sector-by-area basis. Depending on the area, the choice is made on the basis of the cheapest offer or the best price-quality ratio.

The contract period is two (2) years. The estimated start date of the agreement period is spring 2023. The contract can be extended after the actual contract period until further notice.

The estimated total value and volume of the acquisition have been calculated according to the previous year's consumption over four (4) years (VAT 0 %), broken down by category of assistive devices as follows:

Ankle-foot orthoses: 590 000€

Wrist and palm orthoses: 16,000€

Sormiortoosit: 9000€

and by hospital district:

PSHP: 70%

KHSHP: 30%

The estimated procurement volume of the Tammenlehväkeskus centre out of the estimated total value of the contract package is approximately 1%.

Prices are fixed for the first two years of the contract period. The price does not include VAT. The Supplier may propose a price change in the price of the contract product for the option period as described in the draft contract (Annex 1). The offer must be made in Finnish and binding.

In accordance with this invitation to tender and its annexes, Procurement Area 3 includes a thumb aid.

The three (3) most economically advantageous tenderers will be selected for the component in order to ensure security of supply and the diversity of the range. The overall economic advantage is based only on the lowest price, since quality is taken into account in the minimum requirements.

If the products of the successful bidders are the same in brand and model, the subscriber has the right to choose the next bidder in the tender comparison, whose product is different from that of the successful or runner-up bidder, to replace the second or third bidder in the tender comparison.
