SMArt-new style will be launched as soon as an intended amendment of the Working Conditions Decree on asbestos comes into effect, allowing for more differentiation in the measures to be taken when remediating asbestos. SMArt-new style is safeguarded in this amendment of the regulations and serves for: an up-to-date representation of the obligations arising from legislation and regulations and the state of the art when it comes to fulfilling those obligations, making it possible to detailed assessment of the level of exposure to asbestos fibers and providing insight into the factors that influence this. All this with the aim that asbestos is done safely, according to laws and regulations and according to the most recent scientific insights. Both the asbestos inventory and the asbestos remover play a role in this.

In Letter to Parliament 25.834 / 150 of 27.9.2018, the State Secretary for Social Affairs and Employment made efforts to improve the functioning of the asbestos system. A number of measures were formulated in the letter, including the development of a new SMArt (Stoffenmanager Asbest risk technique) system or further development of the existing online tool SMArt. SMArt currently fulfills the role of classification of risk class in asbestos inventory.

In the end it was decided that the development of a new system is most appropriate for the changes announced by the State Secretary. The current SMArt needs to be replaced because it is technically outdated and the current SMArt is not easy to convert into a more risk-driven instrument. The working title is the name SMArt-new style (SMArt-ns), in the tender documents this term refers to the IT system to be developed.
