Planning services for the expansion of the Zerf daycare center

The Zerf kindergarten is located on the property corridor 32, parcel no. 243 with a size of 3,754 m² on the southern edge of the village of Niederzerf, between the primary school and the residential area.

For decades, in addition to the children from Zerf, children from several neighboring towns have also been attending the daycare center. Currently, the daycare center is run with 6 groups, one of which is temporarily housed in the basement. Although the children from Hentern, Paschel and Schömerich will no longer attend the daycare center in Zerf in the foreseeable future, there is still a permanent need for space for 130 children - equivalent to 6 groups - due to new arrivals and an extended demand for care. Since the temporary group room in the basement cannot be maintained permanently, the addition of rooms for another group is necessary. At the same time, the daycare center will again have an exercise and multi-purpose room in the future (the former exercise room had to be abandoned because of the provisional group).

In addition, the sanitary facilities are currently too tight; an extension must also be carried out here.

The possibility of an extension to the existing building was already examined in 2021 as part of a feasibility study. The result was that an extension in the western area of the building is feasible. Excerpts from this feasibility study with three different variants are attached.

It is essential to note:

At that time, it was assumed that an extension by two groups plus movement space would be necessary (additional NUF between 200 and 207 m², depending on the variant).

Although only one additional group is now assumed, the additional NUF required will still be in this order of magnitude; this results from the additional space requirements mentioned below.

The local municipality of Zerf would like to cover the following additional space requirements with the daycare center extension:

- a group room (approx. 45 - 50 m²)

- two adjoining rooms (15 – 20 m² each)

- an exercise room with equipment room (approx. 60 m² plus 10 -15 m²)

- additional sanitary area(s) (approx. 50 m²)

The design variants from the feasibility study are not necessarily to be taken up for further planning, i.e. you can develop your own ideas. The aspect of the most cost-effective expansion possible while at the same time complying with necessary and up-to-date energy standards should be taken into account.

The indicated, roughly estimated costs were determined independently of the variants developed in the feasibility study and serve provisionally to ensure comparable offers.

Depending on the new room concept, it may be necessary to change the use of individual rooms in the existing building (see attached as-built plans). For this, an additional approx. 10% is included in the estimated costs.

The subject of the tender is the provision of architectural services for object planning of buildings in accordance with § 34 HOAI, service phases 1-9. The awarding body intends to award the planning services in stages.

In stage 1, service phases 1-4 are to be commissioned for services according to § 34 HOAI. In stage 2, the client intends to award service phases 5-9 in accordance with § 34 HOAI for the approved planning. The services based on performance level 1 are optionally advertised. There is no legal entitlement to the commissioning of the other services/levels

Eligible costs for building design:

Total KG 300/400/500 net 1.002.000 €

This includes € 94,000 for conversion of existing buildings

Note: The fee offer must state the amount (total costs or partial amount) to which a conversion surcharge (IP instead of building fabric to be processed) relates.

The planning services for the building are classified in fee zone III.

It should be noted that the model contract of the Association of Municipalities and Cities RLP is applied.

The planning services of specialist planners (structural engineering, technical building equipment and traffic facilities/parking lot below the daycare center) will be put out to tender at a later date.

Work phases 1-2 are to be completed by 31.03.2024

Work phases 3-4 are to be completed by 31.10.2023

Work phases 5-9 are to be completed by June 2023
