the contract is a contract for intellectual services awarded on an open call for tenders with optional tranches, is subject to the provisions of Articles L. 2124-2, R. 2131-16, R. 2131-17, and R. 2161-2 et seq., R.2113-4 to R. 2113-6, L. 2431-1 et seq. and R. 2431-1 et seq. of the Public Procurement Code.The contract is divided into three technical phases:- firm tranche: carrying out preliminary studies and a preliminary project on the overall perimeter, - optional tranche 1: "classic" project management missions outside Avp/Tranche 1 sector "Grand Rue sud / place de Neubourg"- optional tranche 2: "classic" project management missions excluding AVP / Tranche 2 sector "rue du Maréchal Foch")
