The Régie Communale Autonome de La Louvière (RCA) has a parking plan with a

Offer of free and paid parking in three areas:

- Hyper center area of La Louvière

- Zone d'Houdeng-Goegnies, former communal name that became a section of the City of La Louvière

- Hospital area corresponding to the riverside streets of the two hospitals of the entity (CHU du TIVOLI and Hôpital de Jolimont).

In each of its zones, the City has defined derogations for residents, municipal parking maps For residents, seven districts have been defined.

The Régie Communale Autonome de La Louvière (RCA) must ensure, during the year 2023 (no later than 20 April 2023), the resumption of parking management (on - and off-street) previously conceded to a private operator.

This parking management includes the roads governed in the blue zone with or without derogation for local residents, i.e. 5373 spaces and paid car parks in construction:

- Parking Maugrétout – 1 level in the basement – 105 spaces

- Parking Nicaise – 1 level on the surface – 80 spaces

- Parking des Fours Bouteilles– Delivery in 2023 – 134 spaces

The Régie Communale Autonome de La Louvière (RCA) wants a management based on the current principles of the dematerialization of tickets and payments (in car parks)

The purpose of the services expected by the Régie Communale Autonome de La Louvière (RCA) refers to the provision of specific services related to:

(I) on-street parking, specifically described below:

1. Control of compliance with regulated parking in the blue zone using current technical means adapted to the rules laid down in the fee regulations and the parking control policy enacted by the city of La Louvière and more particularly the effective control on the ground of parking rights materialized such as the card for disabled persons. Another aspect of this policy is the duty of transparency vis-à-vis users and the obligation to provide with the fee the proof of the finding via a website (blurring rules required GDPR).

2. Management, processing and control of municipal parking cards as described in the municipal regulations. Communal cards are dematerialized. The identifier is the license plate number.
