The subject of the tender concerns the provision of services related to the payment system and other banking services for the benefit of the Contracting Authority for the duration of the Agreement. The Contracting Authority wishes to conclude a new Agreement for the benefit of Banking Services. In view of the estimated value of the Contract, the Contracting Authority is obliged to tender the Contract in application of the Public Procurement Act. The purpose of this Tender is to arrive at an objective choice for one Contractor to whom the Contract for the provision of banking services will be awarded to the Contracting Authority.

The Contracting Authority intends to conclude an agreement for the provision of payment transactions and current account facility. The Contracting Authority wants to handle its incoming and outgoing cash flows in the most efficient way. This means the lowest possible transaction costs for the payment system in combination with minimum interest costs or maximum interest income on its balance held in current account. The payment transactions must be settled on the basis of pricing. In addition, great importance is attached to the quality, reliability and user-friendliness of the package for handling the payment system.
