Construction protected from extreme external environmental influences must be planned (initially only basic assessment and preliminary planning, LP1-2 according to § 34 HOAI); further service phases are phased in the event of a financing commitment and other conditions specified in the procurement documents (option). School expansion should be ecologically sustainable throughout its entire life cycle. At least two alternative variants must be submitted to the Eichwalde municipal council for a decision after completion of service phase 2 — preliminary planning (project and planning preparation).

The performance is divided into the following levels:

level 1

Object planner: basic material determination and preliminary planning (service phases 1 and 2 according to § 34 HOAI) — submission of at least two variants by February 18, 2022

Structural structure: basic analysis, preliminary planning (performance phases 1 and 2 according to § 51 HOAI)

Level 2 (optional)

Object planner: execution planning (performance phase 3 to 5)

Structural structure: approval planning (performance phase 3 to 5)

Level 3 (optional)

Object planner: preparation and participation in awarding (performance phases 6 and 7)

Structural structure: execution planning and preparation of the award (performance phase 6)

Level 4 (optional)

Object planner: object monitoring (service phase 8)

Level 5 (optional)

Property planner: property management (service phase 9)

Only the services of level 1 are commissioned. After that, the AG reserves the right to commission the contractor with the services of levels 2 to 5 individually, in several or as a whole. The AG also reserves the right to commission only individual partial services from the individual performance levels. There is no legal right to transfer further services. The AN cannot deduce an increase in his fee from this phased commissioning. The contractor does not incur any claims against the AG for lost remuneration, damages, etc., particularly as a result of non-commissioning of individual service phases.
