Due to the growing number of pupils, the city of Dortmund intends to implement a large number of school building projects for the additional space requirements in the next few years.
The involvement of external project managers is planned for these projects.
Due to the large number of projects, it is intended to assign the project management management in the form of a framework contract. This enables direct retrieval at the start of the respective project and thus shortens the project duration.
The framework contract will be divided into lots or packages so that the award will be made to several project managers.
The structure is as follows:
- Lot 1: new building 1 - 10 million EUR,
- Lot 2: new building EUR 10 - 50 million,
- Lot 3: renovation 1 - 10 million EUR,
- Lot 4: renovation EUR 10-50 million.
The following types of award or execution are categorized within the respective packages and project sizes:
- General planner and individual award
General planner for the performance phase. 1-6 and 8, individual assignment of trades,
- General planner / planner and general contractor / contractor
General planner for the performance phase. 1-6 and 8 (planning and construction supervision), award to a general contractor in performance phase. 7,
- Total takeover / contractor
General planner for the performance phase. 1 + 2, award to a total contractor / contractor or system provider (planning from phase 3 and execution).
The selection of the entrepreneurial form for the projects according to The project list has not yet been determined at this point in time.
Lots or award packages are formed from the packages described above.
The performance profiles of the project control according to § 2 AHO are the parameters according to AHO No. 9 (as of March 2020) and are detailed as follows:
- Project stage 1: project preparation,
- Project stage 2: planning,
- Project stage 3: preparation for execution,
- Project stage 4: execution,
- Project level 5: project completion.
The full range of services is not required for the respective levels.
In addition, special partial services are requested within the project stages. (see appendix performance profile).
The client initially intends to only commission project stages 1 and 2. The further project stages are agreed as an optional scope of services.
The planned term of the framework contract is initially 2 years with the optional extension per annum to max. 4 years.
The city of Dortmund reserves the right to commission additional services as required and according to the course of the project. More detailed information on the scope of services and the contractual arrangement can be found in the tender documents.
