Contracting entities provide a framework agreement on the service and maintenance of district heating energy meters. The Framework Agreement targets the activities of the contracting entity in transmission and can be used by this part of the contracting organisation alone. Contracting entities will continuously and, as necessary, draw on the framework agreement. This is an exclusive framework agreement which the contracting entity intends to assign to one supplier.
The contracting entity provides a framework agreement on the service and maintenance of district heating energy meters for both planned and urgent tasks. The Framework Agreement targets the activities of the contracting entity in transmission and can be used by this part of the contracting organisation alone. Contracting entities will continuously and, as necessary, draw on the Framework Agreement. This is an exclusive framework agreement which the contracting entity intends to assign to one supplier.
Service and maintenance of district heating energy meters constitutes a key provision for the contracting entity, as the settlement basis for contracting undertaking is based on measurements made by the district heating energy meters serviced and maintained by the bidder. It is therefore critical to the contracting entity for the bidder to provide the benefits in accordance with the Framework Agreement.
The tenderer shall provide a minimum of 2 key staff for the performance of the tasks under the Framework Agreement so that the benefits can be delivered under the Agreement. The bidder shall ensure to the fullest extent possible that key staff are also performing the urgent tasks.
The key employees must be:
• Trained measurement technicians, service technicians or electricians with at least two years' experience in measurement engineering and flow measurement or have equivalent training (-r) and experience; or
• Have professional qualifications in measurement technology and flow measurement and more than two years of relevant professional experience in the service and maintenance of district heat energy meters.
In the interests of security, key staff must be able to communicate both in writing and verbally in Danish.
Planned service and maintenance are expected to form the bulk of the services that will be needed to purchase under the Framework Agreement.
In case of need of urgent assistance, the tenderer must ensure that the task has begun within 2 hours of the time the tenderer receives the order of the urgent task. This period shall be subject to residence as set out in point 18 of the draft Framework Agreement and Field VI.3 of the Procurement Ordinance.
