NHS Bristol, North Somerset and South Gloucestershire Clinical Commissioning Groups (the Commissioners) are seeking to commission an Integrated Urgent Care (IUC) service incorporating NHS 111, GP Out of Hours Services and a Clinical Assessment Service.

Key features of the future service will include:

— Access to telephone advice, care and treatment 24 hours a day 7 days a week from appropriately trained and qualified staff

— Access to out of hours face to face clinical services

— Access to quality self-care advice and guidance, empowering the population to self-care where appropriate.

The Commissioners wish to use the procurement to explore a number of options and methods of delivering the services and will, amongst other things, wish to discuss with bidders the proposed commercial model (e.g. block, cost per case, mixed), the proposed organisational model (e.g. lead provider, alliance, special purpose vehicle) and proposed activity shifts and consequent impacts (e.g. reduction in unnecessary A&E attendance).

The scope and value of the contract will be partially determined through the procurement procedure being undertaken and the dialogue sessions with bidders. The value provided should therefore be treated as indicative only. The maximum annual value is expected to be 12 500 000 GBP per annum, however as noted this figure is subject to change and is not guaranteed.

The initial contract period is 7 years, with options to extend the contract at the Commissioners' discretion for any period(s) up to a maximum of a further 3 years.

The Commissioners are holding a half day event in Bristol on 18th October where commissioners and urgent care providers will work with The Primary Care Foundation to use a modelling tool that allows local health systems to test different assumptions of implementing an integrated urgent care service. Local commissioners will have fed current data into the modelling tool and the workshop will look at assumptions about the potential future models of care. Those expressing interest in this procurement are welcome to attend (max 2 attendees per organisation), and should send a message through the In-Tend system if they wish to attend.

This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.
