Tuomi Logistiikka Oy is requesting a contract for the City of Tampere Vital and Competitiveness service area to purchase a start-up advisory service. The City of Tampere will make the procurement decision. The City of Tampere will conclude a contract with the selected service provider. The following municipalities will be the parties to the contract signed by the City of Tampere and the following municipalities: Kangasala City, Lempäälä Municipality, Nokia City, Orivesi City, Pirkkala Municipality and Vesilahti Municipality.
The contract period is 12 months + 12 months option period. The contract period will start at the earliest on 1 March 2019.
The purpose of the acquisition is to provide an advisory service to start-up entrepreneurs, as described below.
- Sufficient advice and guidance for the person planning the business on how to start a planned business.
- The service is implemented in so-called. as a multi-channel service desk.
- The following channels are required for the service: a. Face-to-face reception without appointment; b. face-to-face appointment by appointment; c. remote reception (Skype or similar); d. electronic / digital communication channels (eg email, WhatsApp advice, telephone, website chat, digital platforms).
- The service must be located in the premises designated by the subscriber in the City of Tampere. Prior to a possible location decision, the service should be located within easy reach of Tampere city center. The availability of the documents needed to start a business through digital channels should be part of the service to be procured.
- The service will be provided in the Tampere metropolitan area municipalities (Tampere, Lempäälä, Vesilahti, Nokia, Pirkkala, Ylöjärvi, Kangasala and Orivesi) so that start-up entrepreneurs in these municipalities have access to face-to-face counseling at least two (2) times a month.
- The service will be further digitalised and customers will be directed to remote access and other digital communication channels. The service should support the use of service vouchers for start-up entrepreneurs, so that customers are also directed to the banknote services. The service must effectively direct customers to the services of the entire service network.
- The service should strive to digitize the advice as effectively as possible. The service should also be provided in English if required.
- The service has to be produced by at least 900 people annually and should help start new quality start-ups at 500 annual levels (numerical targets for the urban area).
