In the present tender, TREFOR wishes to obtain a tender for a framework agreement for the execution of excavation and cable works in TREFOR's supply area of 0.4 kV – 10 kV voltage level on Bornholm.
The framework agreement is expected to be valid from 1 July 2023 until and including 30 June 2026 with the possibility for TREFOR to extend for 2 x 12 months.
The total annual purchase under the agreement is expected to amount to approximately DKK 36 million, which is why the total estimated purchase on the agreement is expected to be DKK 180 million over five years. The maximum consumption on the framework agreement may amount to 200% more than the estimated consumption corresponding to DKK 360 million over five years,

The requirements for the tendered service are described in detail in the tender documents, in particular service descriptions (Contract Appendix 1), process descriptions (Contract Appendix 2), position descriptions (Contract Appendix 3), and the tender list (Contract Appendix 4), while TREFOR's requirements for the terms of the agreement are set out in the attached draft framework agreement.
The framework agreement is offered as a single framework agreement geographically covering the electricity grid on Bornholm, as it does not make sense in terms of market or organisation to divide the framework agreement into smaller lots. TREFOR intends to assign two contractors to the framework agreement in order to ensure security of supply, where the sub-contracts are awarded according to a cascade model.

The estimated consumption is calculated on the basis of past activity and expected future activities with the assumptions known at the time of supply. The expected consumption is thus not binding on TREFOR. The same applies to quantities specified in the offer list.
The maximum consumption on the framework agreement may amount to 200% more than the estimated consumption corresponding to DKK 360 million over five years, as there is significant uncertainty associated with the investment needs in light of the green transition.
