The purpose of this public contract is to conclude a contract for a period of at least 1 year with a single supplier for the printing of scratch tickets.

A scratch ticket has one or more play areas with symbols. These areas are covered with an opaque film that the player removes in order to know immediately, without drawing, if he won. The distribution of the winning tickets is entirely random. The lay-out of the game areas is attractive (drawings, photos, colors, shape, ...), all printed on a consistent background.

A scratch ticket has security features that make it impossible to guess whether a ticket is winning or not, without scratching.

The bidder must be able to provide scratch tickets equivalent to the existing products of the National Lottery (scratch mechanism, support, lay-out, dimensions, printing, packaging, themes, ...).
