Hamar, Ringsaker, Lillehammer and Gjøvik Municipalities have established a co-operation for the implementation of a tender contest regarding an innovation partnership where the objective is to find solutions for better and more efficient ways for winter operations of roads and properties.

The municipalities have been awarded NOK 14 000 000 from Innovation Norway for implementation of the innovation partnership.

The objective of the contest is to enter into a contract with a development partner who, through close cooperation with the contracting authority, shall develop a system that meets the contracting authority's need for smart winter operations with effective planning and the right information.

The need for winter operations of roads and properties includes:

— the planning of winter operations;

— commissioning and startup of operational assignments;

— implementation of operational assignments (snow clearing and gritting);

— providing information to the public and interested parties;

— follow-up contracts and administration.
