Integrated planning for the construction of the new vocational training center II (BBZ II) and the headquarters of the Chamber of Crafts (HWK) Rheinhessen as well as demolition measures of existing buildings, 55129 Mainz-Hechtsheim

The Rheinhessen Chamber of Crafts is planning the construction of the new Vocational Training Center II (BBZ II) as well as the relocation of its headquarters to 55129 Mainz-Hechtsheim. For this purpose, object planning for buildings and interiors as well as outdoor facility planning along with supplementary consulting services for building physics for new construction as well as planning and monitoring of demolition measures of existing buildings are advertised. In the course of the negotiated procedure, the bidders selected after the participation competition and invited to submit a tender are also to present solution concepts that the client remunerates on a flat-rate basis and which are the subject of the offer evaluation. A previous feasibility study had the result that modernization and restructuring of existing buildings from the 1970-90s can no longer be carried out economically. A relocation of the training company for the duration of the construction period can be realized so that an optimized construction process can be made possible outside of the ongoing operation.

The new building to be planned for the Vocational Training Center II (BBZ II) and the head office of the Rheinhessen Chamber of Crafts has a coordinated space program, file “Space Program”. This consists of approximately 4,230 m² of usable space (NUF) for BBZ premises for the craft training professions “wood, construction (bricklayer and tiler), painter” and for a seminar and administrative area as well as approximately 850 m² of NUF pro rata for administrative premises of the main office. As part of the integrated property planning for buildings and outdoor facilities planning, it is necessary to examine the form in which the required minimum 150 car parking spaces can be optimised: at ground level, as a parking pallet or, if necessary, as an underground car park.

Property planning buildings and interiors as well as outdoor facilities along with individual consulting services Building Physics will compete with the tender as an integrated overall planning. The reason for this is not least the close integration of the building planning project resulting from the development plan with outdoor area planning in the form of façade or roof greening, percolation areas as well as the functionally required integrated arrangement and design of open spaces due to the project requirements and project goals of the client.

The commissioning and provision of services take place in stages. Processing level I (= order level 1), consisting of service phase 1 (basic calculation) up to service phase 4 (approval planning), is initially commissioned with the award of the award. On the basis of the planner contract to be concluded, the client reserves the right to continue to commission processing stage II (= order level 2), consisting of implementation planning up to property support (service phases 5 to 9), in whole or in part, after completion of processing stage I. There is no entitlement to further assignment of processing stage II in whole or in part. The planning services and order levels include in particular:

1. Property planning buildings and interiors according to § 34 HOAI:

1.1 Basic services

Order level 1: Service phases (LPH) 1 to 4

Order level 2: LPH 5 through 9.

1.2 Individual special services.

2. Basic services property planning outdoor facilities according to § 39 HOAI:

2.1 Basic services

Order level 1: LPH 1 to 4.

Order level 2: LPH 5 through 9.

2.2 Individual special services.

3. Consulting service building physics with the specialist disciplines according to appendix 1.2 HOAI 2021:

3.1 thermal protection and energy balancing,

3.2 Building acoustics (sound insulation) and

3.3 room acoustics

Each:

Basic services

Order level 1: LPH 1 to 4.

Order level 2: LPH 5 to 7.

Each: individual special achievements.

4. Special service: “Planning and monitoring demolition”, with the involvement of specialist planners for structural engineering and technical equipment:

Order level 1: Planning demolition measures (comparable to LPH 1-4).

Order level 2: Planning the demolition measures (comparable to LPH 5 - 8).
