Framework agreement: Surveying and documentation of existing buildings on federal and state properties

>Support of the SBN's LISA control centre in surveying and documenting existing buildings on federal and state properties in accordance with the Building Guidelines for Surveying and Existing Property Documentation.

The LISA control centres have been set up in the building administrations of the federal states to keep the documentation of property inventories. The services to be provided are generally to be provided in the vicinity of the Lower Saxony Surveying and Wastewater Control Centre in the Lüneburg Heath SB, Celle. The LISA control centre is responsible for the documentation of existing properties in the area of responsibility of the State Construction Management of Lower Saxony. There are currently seven building authority areas in the SBN.

In accordance with the Building Guidelines for Surveying and Property Inventory Documentation, a pipeline measurement, a measurement of the changed topography and a digital preparation of the surveying data must be carried out as part of construction measures on federal, state and third-party properties. In addition, if necessary, properties for which no property inventory documentation is yet available in accordance with the Building Guidelines for Surveying and Property Inventory Documentation must be recorded.

In the case of buried pipes, the measurement must be carried out at the open trench during construction. The measurement during construction must be carried out within 24 hours if the client requests the service by 10:00 a.m. for the following working day.

The digital preparation of the surveying data must be carried out on the basis of the real estate model of the building guidelines for real estate inventory documentation. The digital continuation data of the individual construction measures are to be transferred to the primary data stock of the property inventory documentation.

If necessary, supply lines that have not yet been documented in the property inventory documentation must be recorded using location methods or from old data sets and transferred to the primary database.

It is planned to divide the resulting services into individual lots, according to the following building authority areas:

Lot 1: Framework contract for as-built surveying for the area of the SB region North-West

Lot 2: Framework contract for the area of the SB Hannover - SB Braunschweig and SB Südniedersachsen

Lot 3: Framework agreement for the inventory survey for the area of the SB Elbe-Weser and SB Weser-Leine

Lot 4: Framework contract for the area of the SB Lüneburg Heath
