The collection, processing and use of medical data inspires research, revolutionizes therapies and ensures that we live healthier, longer and better lives. Resolutely advancing this process in Germany and helping to shape it constructively is the goal, task and mission of gematik.
The work of gematik as a National Agency for Digital Medicine extends far beyond national borders - for the best medical care for people, it cooperates internationally with "National Digital Health Agencies" of other countries. It is a centre of excellence and coordinating body for interoperability and sees itself not only as an examiner and standard-setter, but also as a mediator, moderator and consultant.
gematik currently primarily uses Microsoft (MS) products (Windows and Office) for the digital workplaces of its employees and, as a result, Microsoft server operating systems, which are operated in-house by gematik itself. There are over 100 Windows servers in use in versions 2016 and 2019. Furthermore, gematik currently operates an on-premise Active Directory (AD) with a connection to Azure AD (Microsoft EntraID)/ Microsoft 365 (M365).
gematik aktuell is faced with the task of further modernizing its internal IT landscape.
For the implementation of the necessary adjustments, which are described in detail in the tender documents, gematik intends to conclude a framework agreement for Microsoft consulting and support services, which will enable high-quality support for the agile way of working in gematik. In the planned support services, the consulted knowledge on the applied technologies is to be transferred to gematik in the long term and the technological topics are to be implemented by gematik itself. In this context, many of the established solutions need to be reconsidered and implemented.
The planned framework agreement for Microsoft consulting and support services will be concluded with a contractor and includes a contingent of up to 80 consulting days per year, from which gematik can call up individual support services with a lead time of at least two weeks. The required number of consultant days is estimated to be between 180 and 365 person-days during the contract period. The contract period is 4 years with a one-time extension option for another year.
An important part of the planned goals of gematik during the contract period is the introduction and use of additional services from Microsoft 365 (M365). In this context, the following topics will soon be discussed:
- Introduction of productivity tools, such as
o Replacement from Windows 10 to Windows 11
o Replacement/migration from Office 2016 to Office 365
o Introduction of additional Microsoft 365 services such as MS Forms, Power Automate
- Introduction of Microsoft Azure services, e.g. for the management of clients,
o such as tablets and macOS devices
o Smartphones
o Optional "Bring your own Device"- Konzeption
- Introduction of M365 PurView (security and governance solution from M365, using the knowledge as well as the experience and best practice from already implemented M365 projects)
- Application training and user communication
- Expertise on other Microsoft topics, such as
o Windows Server Systems
o Active Directory (Verzeichnisdienst)
o Enterprise Search
In order to provide, operate, install and synchronize the various already established solutions, servers and clients as well as the new services mentioned above, consulting and support services, in particular for
- Strategy, configuration & best practices settings
- Creation of security and compliance settings, especially for cloud applications, such as OneDrive
- Rolling out/publishing the new services, including user communication and support
- Creation of user documentation in the context of the learning experience of Microsoft cloud services
needed.
