1. The subject of the contract is the service of comprehensive organization of the economic mission of Polish entrepreneurs (from the Świętokrzyskie region) on April 16-21, 2023 for the Hannover Messe 2023 fair implemented as part of the project entitled: "Świętokrzyskie – hard to pronounce, easy to do business in".
2. The main objective of the economic mission will be to promote the metal and foundry sector of the Świętokrzyskie region on foreign markets.
3. The economic mission will take place from 16 to 21 April 2023 (including departure and arrival) in Hanover (Germany).
4. Participants of the outgoing economic mission are entrepreneurs from the metal and foundry industry (12 people - road transport).
5. The number of persons representing the Contracting Authority (Marshal's Office of the Świętokrzyskie Voivodeship) is 3 persons - road transport.

7. The Ordering Party:
- has not divided the contract into lots and does not allow partial tenders to be submitted, since it forms part of a year-round contract and, moreover, the scope and nature of the subject of the contract preclude its division for organisational, economic and teleological reasons. An outgoing economic mission as a comprehensive service (preparation and conduct of the mission) is indivisible. The subject of the contract is the comprehensive organization of the event. Therefore, it is not possible to divide the contract in question,
- does not allow variants to be submitted,
- does not specify the requirements for employment on the basis of an employment relationship, in the circumstances referred to in Article 95 of the Act, and the requirements for the employment of persons referred to in Article 96(2)(2) of the PPL,
- does not reserve the possibility of applying for contract award only by the contractors referred to in Article 94 of the Act,
- does not provide for the award of contracts referred to in Article 214(1)(7) of the Act,
- does not provide for a local vision and the contractor to check the documents necessary for the execution of the contract available on the spot with the contracting officer,
- does not provide for the conclusion of a framework agreement,
- does not provide for electronic auction,
- does not provide for the obligation of the Contractor to personally perform the key tasks referred to in Articles 60 and 121 of the PPL,
- does not require the submission of tenders in the form of electronic catalogues or the attachment of electronic directories to the tender, in the situation laid down in Article 93 of the Act,
- does not provide for reimbursement of the costs of participation in the proceedings, subject to Article 261 of
