Description:
Open procedure for the provision and maintenance of a virtual exercise system (software) that learns how to execute and manage incident response for various utilities

The Fire Directorate of the Directorate General of Civil Security of the FPS Home Affairs (hereinafter abbreviated as "DG SC") wishes to purchase 23 accesses (basic access) to a Virtual Exercise System (software) which allows to learn how to execute and manage interventions in the event of incidents ((traffic) accidents, fires, disasters, crises and calamities) as well as the corresponding service and upgrade contracts (see item 2) to maintain the software, improve it and keep it updated.

The tenderer must include in its tender the overall price for 23 accesses to the software (basic access) with the corresponding service and upgrade contracts for 6 years.

The 11 different training centers for Civil Security approved as referred to in art. 175/1 of the Law of 15 May 2007 on Civil Security may also acquire, in equity, a total of 43 basic accesses as well as the corresponding service and upgrade contracts (see item 2) to maintain, improve and keep the software up to date.

The tenderer must provide in its tender the overall price for these 43 software accesses (basic access) with the corresponding service and upgrade contracts for 6 years distributed among the 11 training centres.

In addition to these 23 + 43 accesses, it is possible that additional accesses, with the corresponding service and upgrade contracts, will be purchased (maximum 16) by the Belgian emergency zones and/or the Federal Governors' Services.

This contract does not include the purchase of the equipment necessary to be able to use the aforementioned accesses to the Virtual Exercise System.

Neither basic access rights nor additional access rights (user licenses/subscriptions) can have an expiry or end date: access rights contracts are concluded for an unlimited period. Therefore, no recurring annual subscription costs are envisaged for this purpose.

This system must be able to be used for the training and evaluation of "participants". Its main objective is to better prepare participants for real incidents and live exercises. In addition, the Virtual Exercise System must be able to be used to promote and enhance teamwork among disciplines involved in complex emergencies.

The Virtual Exercise System must be based on simulations, in the form of scenarios where certain real situations are virtually reproduced: reproductions of certain buildings and 3D environments in which certain virtual objects such as vehicles are placed and on the basis of which certain incidents are staged.
