The framework agreement will be used to commission the study of location data on underground cables hindering road maintenance in the ELY Centres' L areas of responsibility throughout Finland in 2023–2025. The framework agreement is divided into four geographical areas according to the procurement areas of the ELY Centres. The objective of the framework agreement is to support a study project, the primary purpose of which is to develop a modus operandi for identifying road maintenance cables in the road areas of each procurement area which prevent or cause unnecessary delays in the implementation of road measures. Maintenance work that requires excavation includes, for example, drainage, railing replacements or repairs, as well as work on culverts, lighting or telematics.

The Service Provider determines and measures the locations of cables and possible cable protections at the agreed work sites with sufficiently accurate measuring instruments and, if necessary, checks the measurement results obtained with the help of test pits. The Service Provider reports the location of the cables in the manner specified by the Customer.

Road maintenance procurement is concentrated in four different procurement areas:

1. The western procurement area includes the areas of the ELY Centres of Southwest Finland, Satakunta, Pirkanmaa, South Ostrobothnia and Ostrobothnia. The Centre for Economic Development, Transport and the Environment of Southwest Finland operates as an extensive contractor.

2. The northern procurement area includes the areas of the ELY Centres for Lapland, North Ostrobothnia and Kainuu. The client is the Lapland ELY Centre.

3. The eastern procurement area includes the areas of the ELY Centres for Central Finland, South Savo, North Savo and North Karelia. The client is the Centre for Economic Development, Transport and the Environment for Central Finland.

4. The southern procurement area includes the areas of the ELY Centres for Southeast Finland, Uusimaa and Häme, The client is the Centre for Economic Development, Transport and the Environment for Southeast Finland.

The framework agreement will be used to carry out studies on the locations of underground cables located in road maintenance sites in the western procurement area of the ELY Centres in 2023-2025.

The purpose of the work is to identify cables that are not installed in the appropriate location and/or depth and hinder future road maintenance work.

The number of observation points from the spot test areas depends on how far the installed cables are from the planned road maintenance sites.

The assignments include, for example, the following subtasks:

- Finding out the owners of cables located at work sites and requesting cable displays

- Finding out the locations of cables in random inspection areas at work sites using a cable detector

- Ensuring the depth of the cables, if necessary by means of test pits with hand tools

- Reporting to the Client as required by the Client
