Description:

Realization of the Neckaruferpark in the area of Esslinger main station in Esslingen am Neckar.

Estimated costs of outdoor facilities: EUR 7,0 million gross.

It is intended to commission the following services (stepwise) with this call for tenders:

Planning of outdoor facilities, work phases 3-8 according to §§ 38 ff. HOAI.

The services are commissioned gradually.

In the first commissioning stage, work phases 3 and 4 (design planning and approval planning) are first commissioned in accordance with § 39 HOAI. The performance phases 5-8 are retrieved in stages. A legal claim to total commission does not exist.

On the (partial) area of approx. 19,000 m acquired from Deutsche Bahn 2 is to create a public park, which extends spatially from Pliensauturm in a westerly direction to the mouth of the Roßneckars in the Neckar shipping channel. The area is only about 25 m wide, so extremely narrow cut.

The acquired areas are located on 2 different height levels - the "upper" of the railway systems and the "lower" of the riverside path - which are separated by natural stone walls or steep slopes.

The desolate existing buildings on the acquired part of the property are to be demolished and disposed of, otherwise the grounds are largely left in height.

The border to the railway tracks is to be secured according to contract with a fence against unauthorized entry.

From the usage concept, a gradient of more intensive use of free space in the east of the area (space at the exit of the station underpass) results in more extensive use in a westerly direction.

The following 3 important locations in the park were defined and considered in a preliminary study:

1) The square as a western "prelude" at the confluence of the Roßneckars in the Neckar Canal;

2) the punctuated shore transformation on the Neckar with bulges and intensive connection of the visitors to the water;

3) the terrace with balcony / steps to the Neckar in front of the exit of the underpass to the station.

The basis of the preliminary design study was also the examination of a possible future connection of the light rail of the SSB to Esslingen station from the south via the Neckar. There were 2 possible alternatives worked out:

In any case, ie with both alternatives, the area in front of the railway underpass to the tracks on the neckar side results in an animated area. This terrace area with balcony on the banks of the Neckar provides access to the water (eg by a staircase). Also activities on / on the water are here possibly possible. Here, path links (pedestrian / cycle path, riverside path, exit from the underpass of the railway) are networked or merged, so that the areas are subject to a greater frequency of use and increased social control, which is desirable at this point. These boundary conditions, in the opinion of the administration, create good conditions for a high design quality of these areas and a variety of uses. Compared to today's situation, this offers appreciation potential.

Without connecting to the light rail, the heights of the paths can be left at the track level.

Assuming a future Esslinger connection to the light rail network, the terrain in the park in the area of the Neckar crossing with the railway bridge by ramps east and west of the underpass to lower the lower Uferweg level lower and then leads back to the starting level of the upper level. Otherwise, the required height for crossing the bridge for vehicles and pedestrians in the park would no longer exist. The result is a more generous space than the other alternative.

The pedestrian walkway over the railway facilities, coming from the square of the new Weststadt, which was developed in competition with the development of the New Weststadt with a staircase / ramp tower as the departure into the park, has been incorporated into the planning in terms of location. This option for a central pedestrian development of the park should be considered in the further design planning, so that the bridge can be supplemented at a later date.
