Final Evaluation of “Making DPOs equal partners of inclusive development in Africa” NORAD Grant RAF-19/0046 to the International Disability Alliance

In December 2019, NORAD and IDA signed a Grant Agreement regarding the project “Making DPOs equal partners of inclusive Development in Africa” (reference n.: RAF-19/0046, hereinafter “the Grant”, “the Project”, or “the Agreement”). The Project aimed to increase the influence of the disability rights movement to shape the development agenda in Sub-Saharan Africa towards the full and effective realization of human rights of persons with disabilities, thus leading the target group, i.e., persons with disabilities, including from underrepresented groups, to enjoy equal human rights and full participation in society.

The Project is currently in its final year of implementation. The overall purpose of the evaluation is to examine the results achieved as agreed by IDA and NORAD, the processes of change induced by the project, and generate learning on what works to advance the rights of persons with disabilities, including underrepresented groups, in Sub-Saharan Africa.

The specific objectives are:

a. To review the results achieved, (check against indicators in the agreed results framework).

b. To identify lessons learnt, good practices and relevant processes for change

c. To present recommendations for the possible continuity, sustainability, and scaling/ optimizing the impact of the action in the future.

The primary intended users of the evaluation are IDA, IDA members and their members in Africa, and NORAD. The evaluation is also intended to inform IDA’s Board, staff, and other development partners (such as other disability partners of NORAD in Africa).

The evaluation is to be designed, conducted, and reported to meet the needs of the intended users and tenderers shall elaborate in the proposal how this will be ensured during the evaluation process. In particular, results should be presented in ways that are useful for OPDs’ learning and advocacy, including accessible formats.
