Contracting entities want it to be easy and quick to access a comprehensive advisor when the need arises and therefore parallel framework agreements are established on technical advice services, where contracting entities have access to several advisers on the market, where the best ones can be selected from project to project to contracting portfolio of projects in drinking water and sewage. The tender consists of 2 sub-contracts, where 3 suppliers are awarded under subcontract 1 and 2 suppliers under subcontract 2.

Total advisors will typically be used in all/several of the phases of the construction project (excluding the idea phase), whereas builder advisors are typically used in the idea phase as well as other parts of the project phases where contracting entities are in need of additional resources.

If the overall advisor is a supplier on a concrete construction project with contracting entities, the total advisor will not be able to simultaneously be the builder advisor at the same project/phases of the project and vice versa.

The overall advisor shall carry out contracting interests in relation to projects and will act as a liaison and catalyst between contracting entities and other stakeholders, builder advisors, contractors and others.

Under this subcontract, inter alia, contracting entities need advice in relation to the following project types (listed on the expected economic scale with largest first and smallest last):

• Rain and sewage lines

• Basins, construction works and excreters with associated installations

• Decentralized cleansing of rainwater

• Pumping stations

• Water on terrain (handling everyday rain and cloud breakage)

• Drinking water lines

The bulk of projects must be carried out in urban context, where space is often a challenge. Projects may include both refurbishing existing facilities and establishing new facilities.

The contracting entity stresses that projects on water plants are not part of this subcontract.

The advice may include, inter alia, the following services:

• Qualification of results from the idea phase and construction programme for further design and assessment of need for further preliminary studies.

• Design of outline proposals and project proposals

• Design of authority projects and applications for authority

• Stakeholder and Citizen Management

• Main Projecting (tendering project/execution project)

• Occupational safety coordination (P)

• Technical requirements specification for tenders

• Construction management

• Subject supervision

• Occupational health and safety coordination (B)

• Transfer to operations

• Occupational health and safety coordination (B)

• Transfer to operations
