Within the Decree on Basic Accessibility, the Transport Regions develop a regional transport plan. Within that transport plan, public transport is structured into a layered network. In addition, the intention of the transport regions is to expand mobi points at important locations within that network. These mobi points are designed within the Hoppinpunt brand for which Flanders has developed a brand architecture. The realization of these Hop Points is entrusted to the road manager: the Agency for Roads and Traffic for Regional Roads and the local authorities for municipal roads. For the realization, subsidies are made available to the local authorities that depend on the network level of the Hoppinpunt (interregional, regional, local or neighbourhood hopping points).
In addition, in 2021 Flanders launched the Charter Masterplan Accessibility with an ambition to drastically increase the accessibility of the bus stops. For Flanders, an ambition level of 50% accessible bus stops on the core network and additional network is put forward. For the bus stops located along municipal roads, a subsidy is provided from Flanders to carry out the adjustments.
In order to meet these objectives and to support the operation of 'Climate-healthy South-East Flanders', SOLVA and the Province of East Flanders are starting the project 'Stop in South-East Flanders.' The project aims to support the construction of the network of Hoppin points and accessible bus stops. Within the project, the local authorities are facilitated in the design, technical elaboration, realization and communication. The project focuses on Hoppin points located along municipal roads for which the cities and municipalities are competent as road authorities.
Purpose of the assignment:
Set up high-quality mobihubs under the HOPPIN brand name to guarantee combined mobility in South-East Flanders. This is accompanied by increasing the recognisability and uniformity of Hoppin points via the common purchasing centre.
The project 'Stop in South-East Flanders' will be a leverage project to work on a strong network of high-quality Hoppin points and a multitude of accessible bus stops in the coming years. The steering committee includes existing expertise from Mobipunt vzw and the Province of East Flanders. For example, the region is working on a quality leap for public transport, stimulating combined mobility and sustainable modes of travel and a more accessible and inclusive society.
The project aims to support the construction of the network of Hoppin points and accessible bus stops within the Aalst Transport Region and the Flemish Ardennes Transport Region. Within the project, the local authorities are facilitated in the design, technical elaboration, realization and communication. The project focuses on Hoppin points and/or accessible bus stops located along municipal roads for which the cities and municipalities are competent as road authorities.
Within this project, a purchasing centre will be set up to set up the Hoppin points. This central purchasing centre will not only be able to be used by the 21 cities and municipalities that fall under SOLVA. In collaboration with the Province of East Flanders and the intermunicipal companies SOLVA, Veneco, DDS, Interwaas and IGEMO, a total of 70 cities and municipalities are included in the offer of the central purchasing office.
In the purchasing centre, bicycle shelters, shelters, bicycle parking facilities and other street furniture are already offered to set up uniform Hoppin points on the territory of these 70 cities and municipalities. Now we want to expand the purchasing center with electronic lockers for bicycle batteries and extras such as a bicycle helmet and / or backpack.
