Tenderers are invited, on behalf of Råde and Moss Municipalities, to a contest for a framework agreement for internet based grocery shopping.

The framework agreement will include the procurement of groceries on the internet and covers the following product groups, amongst others:

- Baking ingredients

- Bakery and bread

- Drinks

- Fish and seafood

- Breakfast cereals and müsli

- Fruit and vegetables

- Tinned products

- Ice cream and desserts

- Coffee

- Meat and sausages

- Dairy products, cheese and eggs

- Spreads

- Snacks, sweets, and biscuits

- Tea

The framework agreement must at all times cover the need for internet based groceries at the contracting authority. The framework agreement for internet based groceries is directed at entities that have little storage space, have a need for small orders, small packages (break-bulk) and quick delivery. The main users of the agreement are anticipated to be schools/before-and-after-school care, nursery schools, and organisations such as respite services for children and youth, and shared housing for single minors, but all of the Contracting Authority’s organisation shall be able to utilise the agreement. The framework agreement for internet based groceries will be 'non-exclusive' as the contracting authority has framework agreements within several food groups where the same products can be delivered.

The estimated value of the agreement is NOK 13,000,000 million excluding VAT. The value is calculated on the basis of a maximum 4 year contract period and is not binding for the contracting authority.

Estimated procurements a year split for each municipality (figures in NOK excluding VAT):

- Moss Municipality NOK 3,000,000

- Råde Municipality NOK 250,000

Maximum value of the framework agreement (NOK excluding VAT):

- Moss Municipality NOK14,500,000

- Råde Municipality nOK 1,000,000. The contract has a clause stating that the framework agreement can be terminated if the maximum value is reached.
