Consultancy — change management

The purpose of the mission is to assist (the Director-General and) the AFCN in the preparation of a new version of the organization. It is essential that the consultant has the necessary experience in organizational management and change management. The consultant will not intervene in the day-to-day management of the organization.

Three aspects need to be considered:

• The change in the context and its implications for the AFCN (and on Bel V for certain aspects https://www.belv.be);

• Changes in the organization of the AFCN (and in the longer term possibly in Bel V or in collaborations with other bodies);

• Changes in the culture of the AFCN;

• Administrative simplification.

Several distinct time periods need to be addressed in the analysis:

• The period during which nuclear power plants remain in operation or have just been shut down and during which decisions will continue to be made regarding MYRRHA, waste policy, Umicore clean-up, etc. (until about 2025-2026);

• The period during which complex phases of decommissioning will continue, during which waste-related facilities and processes will have to be designed and during which transport options will evolve, etc. (until 2030-2032);

• A transition to a “stationary situation” from about 2032-2035.
