Renovation of Neu-Augustusburg Castle in Weissenfels and creation of a modern administrative site § 39 HOAI outdoor area planning

The subject of the call for tenders is planning services in the service area § 39 HOAI (open-plan including subordinate engineering structures § 43 HOAI) for Neu-Augustusburg Castle in Weissenfels and creation of a modern administrative location

The town of Weissenfels is the owner of the Neu-Augustusburg castle and, as a developer from a funding program, intends to replan the south wing and the southern west wing as well as the entire grounds of the individual monument “Neu-Augustusburg Castle” into a modern official site with around 160 employees.

In terms of urban planning, the castle is considered a solitaire and, due to its elevated location, it is widely seen as an identity-building country brand of the city of Weissenfels.

Constructively, the detached building complex is a three-storey, fully basement masonry building (natural stone) with an undeveloped attic.

In the north wing and north west wing, the museum and museum administration are in operation. The castle church and the town rooms in the eastern part of the north wing are also regularly used.

The interiors and façade of the south wing/southern west wing will be sustainably renovated in advance for barrier-free use as an administrative location with visitor traffic. The outdoor facilities are then to be planned and renovated in terms of time, design and functional adaptation to building renovation. The total official area of the property is stated at 20,969 square meters. The castle building forms a rectangular four-sided enclosed courtyard of approximately 80 x 40 m with main entrance in the northeast. The main entrances for the individual castle wings are located in this courtyard.

As part of the overall measure, the intention is to design parts of the castle courtyard and the outdoor areas in terms of outdoor space planning. The object of the renovation measure to be planned is the redesign of the periphery of the castle courtyard, the castle driveway, the castle terrace as well as the bypass and the castle forecourt.

Necessary repair work of the existing patch has to be planned in the inner courtyard area. The separation of existing plasters to the new surface must be developed technically and functionally as a transition. In the castle courtyard, large parts of the existing patch have to be preserved in accordance with historical requirements, ensure barrier-free access to the building and arranging supply and disposal facilities (§ 43 HOAI - engineering structures).

The following construction work is required:

- renovation of outdoor facilities with barrier-free access to the castle building (castle courtyard, passage areas)

- Construction of parking spaces in the castle courtyard and on the outside of the south wing.

Parking spaces for company vehicles and bicycles as well as e-charging stations are to be arranged along the south wing for future users of the property.

As the castle, with its immediate open spaces, is intended to work not only for ongoing uses but also for numerous cultural events, compliance with the safety of larger crowds of people must be particularly involved in planning. The design of the castle terrace should therefore fulfil the function of a wide range of cultural uses.

The aim is to create a coherent design of existing historical sites for future users and for the public while preserving the characteristics of a castle area.

This complex task is particularly to combine the interplay of the applicable regulations and structural regulations with the requirements of historical preservation and the preservation of soil monuments.

The services building planning, structural engineering and technical equipment according to HOAI were already awarded in June 2021. Interfaces with open space planning must be clearly defined in connection with the already assigned service specifications.

Barrier-free access to the castle courtyard will be a special matter. Through permanent involvement of the monument preservation authority, monument preservation concerns and objectives have to be coordinated.

The corresponding focal points of the funding program must be incorporated into the planning and processed. The aim is to put the rehabilitated south wing into operation in 2026.

The total investment sum for the measure planned for the time being (KG 200-KG 700) amounts to €20,500,000.00 (KG 200-KG 700) according to a rough cost estimate.

The approach for cost group 500 was estimated gross at €1,420,000.00. This budget framework is considered a cost ceiling on which the planning services are to be aligned. The aim is to put the rehabilitated south wing into operation in 2026.

The subject of this call for tenders is the allocation of planning services for the renovation of the castle in the performance area § 39 HOAI (including subordinated § 43 HOAI). The services advertised here are commissioned in stages; for the time being, the service phases 1 to 4 of the described performance pattern are commissioned. The service phases 5 to 9 according to § 39 HOAI are commissioned depending on the confirmation of the planning result and the availability of the required financial resources. There is no entitlement to this further assignment if these conditions are not met.

Depending on the availability of funding by the awarding agency, the planning task and the scope of planning can be modified (enlarged or reduced) at any time and supplemented with further measures (e.g. § 47 HOAI) at any time.

The awarding authority expects that in the event of an assignment, the project team offered to ensure the scheduling is immediately and fully available. If necessary, an increase in team strength must be ensured to ensure that deadlines are met.
