Development of a comprehensive project in non-face-to-face modality to improve language proficiency in English, divided into several phases explained in another section.

The technical characteristics of the service and basic tasks to be carried out by the successful bidder, and which constitute the scope of the contract subject to this tender, are:

— phase 1: assessment of the level of knowledge in the English language:

Based on the needs of the beneficiaries identified by the regional directorates of Inserta Empleo, the successful bidder will periodically be referred to potential project participants, including from each of them their basic contact details and the result of a first written assessment carried out by Inserta Empleo (initial test) and which reflects a first approximation of their English language level (based on the levels of the Common European Framework of Reference for Languages — MCERL A1, A2, B1, B2, C1, C2).

Based on these periodic listings of participants, the winning bidder must contact all the applicants provided by Inserta Empleo for the electronic conduct of an oral proof of their level of English.

With the result of both tests (initial Inserta Emploo test and oral test), you will identify the definitive level of each of those evaluated according to the reference levels delimited in the MCERL, configure the homogeneous groups of students (by reference level MCERL) for phase 2. “Delivery of training actions” (maximum ten students/group in non-face-to-face mode, maximum twelve students/group in face-to-face mode); and administratively manage the start of each of the training actions (contact with students, confirmation of their participation, documentation related to the training action),

— phase 2: delivery of training actions:

Based on the groups set up in phase 1. Assessment of the level of knowledge in English, and agreed with Inserta Empleo, the winning bidder will provide as many training actions as groups of each of the MCERL levels, lasting sixty hours each, according to the approach described in the sheet.

Training actions must be planned and oriented (objectives, content, methodology, activities, etc.) for the correct preparation of the students participating for their presentation to the multilevel online test “Linguaskill General” of Cambridge Assessment English, for the recognition of the level of the English language according to levels established at the MCERL,

— phase 3: tutoring and recognition test of the level of English:

For each of the courses taught and completed, the final students will have a two-hour non-face-to-face, proactive and intensive tutoring and individualized follow-up, of two hours per student, carried out by the teacher of the training action, so that they can be presented in the best conditions for the test online multilevel “Linguaskill General” by Cambridge Assessment English.

The winning supplier shall provide, for all final students of the training actions, the enrollment of each of them for the completion of this multilevel test online remotely from a computer provided by the student (without having to carry out it from an examiner/prep centre).

To this end, the provider shall provide the administrative management and processing of enrolments, the payment of the corresponding fees, support and/or assistance to students in their completion, the issuance of certificates, practice materials, as well as any other documentation, processing or management necessary for the presentation of each student to the test.

The above-mentioned phases will be carried out on a recurring basis by the successful bidder during the term of the contract, with the periodicity and repetition resulting from the identification of potential participants in the program carried out by Inserta Empleo.
