Services of the planning of the technical equipment (lot 1) and the object planning (lot 2) for conversion and renovation during ongoing operation of the research and laboratory building "Robert-von-Ostertag-Haus" at Robert-von-Ostertag-Straße 7-13 in Berlin-Zehlendorf, district Düppel. The construction costs are estimated in the ratio of 75% cost group 400 and 25% cost group 300.

The research house at Robert-von-Ostertag Straße 7-13 with approx. 4,150 square meters of usable space offers
a compact, three-storey building with a complete basement utilisation units equipped with laboratory technology for five institutes (virology, immunology and molecular biology, microbiology and animal diseases, animal and environmental hygiene, parasitology and tropical veterinary medicine).
The building, which was completed in 2012, requires renovation, especially in the field of building technology.
The focus of the renovation is on building automation, use-specific systems (wastewater sterilization, steam technology) and refrigeration technology. The focus is on optimising operational processes in terms of efficiency and space requirements. Previous operational problems and the needs of the operating personnel are to be analyzed. The effects on the ongoing operation of the building should be kept as low as possible and the construction time should be reduced as far as possible - a construction phase-by-phase execution in possible variants is to be investigated.
Among other things, the upgrading of the refrigeration network on all floors, a conversion of the condensate lines for steam generation, an adaptation of the lighting control in the test rooms in the basement, an optimization of wastewater sterilization in the basement and a comprehensive upgrading of the building automation in the entire building are planned.
The requirements for object planning (lot 2) must be taken into account.
The following costs are assumed for these measures:
KG 400: approx. 3,300,000.00 EUR gross (cost status 01/2023)
- ALG 1 approx. 95,000 EUR gross;
- ALG 3 approx. EUR 750,000 gross;
- ALG 7 approx. 830,000 EUR gross;
- ALG 8 approx. 1,550,000 EUR gross.
Plant groups 2, 4 and 5 are each represented with smaller shares (approx. € 25,000).
For this project, Freie Universität Berlin is looking for a competent engineering office that will take over the technical planning of the technical equipment in accordance with HOAI 2013 Part 4, Section 2, ALG 1-8 as part of the named renovation measures. Services are to be provided in the following structure:
- Lph 1: Grundlagenermittlung
- Lph 2: preliminary planning,
- LPh 3: Entwurfsplanung (optional),
- LPh 5: Ausführungsplanung (optional),
- LPh 6: Preparation of the award (optional),
- LPh 7: Participation in the award process (optional),
- LPh 8: Objektüberwachung (optional),
- LPh 9: Objektbetreuung (optional).
If necessary, individual optional special services are to be taken over, which are named separately in the invitation to offer and commissioned separately. These may include, but are not limited to:
- Participation in the demand planning for complex uses to analyze the needs, objectives and limiting circumstances (cost, deadlines and other framework conditions) of the client and important stakeholders (optional),
- inventory, graphic representation and recalculation of existing plants and plant components (optional),
- Data acquisition, analyses and optimization processes in inventory (optional),
- Detailed proof of profitability/operating cost calculations for selected plants (optional),
- Participation in setting up and updating the room book – technical part (optional).
Special services will be ordered separately on the basis of the hourly rates to be offered according to the advance estimate of the time required.
The commissioning takes place on the basis of the corresponding model contracts of the State of Berlin (ABau) gradually and without legal claim to the commissioning of all service phases or parts of services.
With the award, the contract for work phases 1 and 2 of the technical equipment is initially commissioned. The other optional service phases and parts of services are commissioned individually or as a whole according to the provisions of the contract.

a compact, three-storey building with a complete basement utilisation units equipped with laboratory technology for five institutes (virology, immunology and molecular biology, microbiology and animal diseases, animal and environmental hygiene, parasitology and tropical veterinary medicine).
Completed in 2012, the building requires not only the requirements of Lot 1 but also partial structural renovation. In order to reduce the impact on ongoing building operation, the construction time must be reduced as far as possible and a construction phase-by-phase execution in possible variants investigated. In the planning and implementation process, intensive coordination with the client and the contractor Lot 1 is required.
Structural requirements result from the renovation of the technical building equipment and from the upgrading of the wall and floor coatings with a focus on the basement. The test rooms shall be fumigation-resistant. In this context, existing building moisture damage in the area of the floor slab and, if applicable, the ground pipe network must be taken into account. To a lesser extent, the room layouts of the test and technical rooms in the basement are adapted due to new requirements or technical requirements. Sustainability requirements must be taken into account. For the time being (cost 01-2023), the following costs are assumed for these measures:
- KG 300: 1.200.000,00 EUR gross.
