The job offered relates to individually organized training courses / youth education for young people with special needs (hereafter STU), which is further defined in lbkg. No. 783 of 15.6.2015 on STU with accompanying regulations and guidance (s).

The client has chosen to offer 2 target groups, which are thus offered 2 different sub-agreements.

Target group 1 is young people with general learning difficulties, young people with severe developmental disorders (autism, ADHD etc.), as well as young people with anxiety, depression, self-harm etc.

Target group 2 is young people with developmental disabilities and low cognitive function.

The tenderer may choose to bid for one or both target groups and the target groups will be assessed individually. Tenderers must use Appendices C1 and C2 respectively to submit tenders to the respective target groups.

The Municipality of Copenhagen wishes to enter into an agreement with:

- 5 - 7 suppliers in target group 1, and

- 2 - 3 suppliers in target group 2.

The tender documents consist of the following documents:

· The single European call for tender ("ESPD% 27et"). Must be completed electronically in Mercell (not enclosed as annex, see section 4.1 for details).

Tender conditions that constitute the procedural framework for tenders

· Appendix A. Draft framework agreement and associated appendices

- Work clause (Annex 1),

- the CSR requirements of the City of Copenhagen (Annex 2),

- The City of Copenhagen requirements for invoices and statistics (Appendix 3),

- Annex B. Requirement specification describing the requirements made to the supplier and the services provided (becomes Appendix 4 to the Framework Agreement),

- Annex C1. Offer form to be completed and uploaded in Mercell as part of the offer for students in target group 1 (will be appendix 5 to the framework agreement),

- Annex C2. Offer form to be completed and uploaded in Mercell as part of the offer for students in target group 2 (will be appendix 5 to the framework agreement),

- Annex D1. Appendix where the supplier must describe his business, including special experiences with div. types of young people covered by tenders. Must be completed and uploaded in Mercell,

- Annex D2. Declaration regarding section 137. of the Procurement Act is completed, signed and uploaded in Mercell,

- Annex E. Template for use in the preparation of the job description by the supplier for the young person,

- Annex F. Template for reporting traineeships (internship description) for the young person,

- Annex G. Confidentiality Declaration (signed by the supplier in connection with the conclusion of a contract).
